The Communist Party of the Philippines (CPP) today reiterated the policy by the people's democratic government banning all enterprises, including big foreign mining and logging firms, that engage in large-scale plunder of the natural resources, landgrabbing and destruction of the environment.

The policy calls for the people's democratic government to "ban, disable and dismantle" such firms which violate the welfare and interests of the people and disregard the rules and regulations of the people's democratic government. These firms also connive with and use the fascist armed forces and paramilitary to protect their plunderous interests and fight the revolutionary forces.

Gain strength and expand to advance the people's war

Editoryal, Ang Bayan, 21 December 2010
PDF: Pilipino, English; HTML: Pilipino, English

The current call to raise the level of people's war in the coming years to the stage of strategic stalemate is a huge inspiration to the Party, the people's army and the revolutionary movement. They are determined to meet the new challenges, fulfill the new tasks, invigorate and raise the quality of mass struggles and further advance the people's war in an all-sided way.

The call is founded on the gains achieved in more than four decades of advancing people's war in the stage of strategic defensive, and on the successes in overcoming the enemy's vicious campaigns of suppression. Of particular note is the defeat of Oplan Bantay Laya, the most brutal and bloodiest counterrevolutionary campaign unleashed by the fascist state that caused many hardships and trials in the past decade.

Widespread military operations violate AFP's ceasefire declaration

The Efren Martires Command of the New People's Army-Eastern Visayas today accused the Armed Forces of the Philippines of violating its own ceasefire from Dec. 16, 2010 to Jan.3, 2011 in widespread military operations in Las Navas, Northern Samar and Matuguinao, Western Samar. "According to reports from NPA units in the field, extensive military operations by the 8th Infantry Division are ongoing in adjacent areas in Las Navas and Matuguinao," said Ka Karlos Manuel, EMC spokesperson. "The operating troops are estimated at 150-200 elements from the 63rd IB and 87th IB, with Scout Rangers and other forces under the 803rd Infantry Brigade, as well as CAFGU paramilitaries. These military operations commenced with troops build-ups on the first week of December, even before the NPA's ambush on 63rd IB troops in Brgy. Sta. Fe, Las Navas on Dec. 14. The 8th ID chief, Gen. Mario Chan, is therefore lying when he claims the ambushed troops were returning to barracks to observe the ceasefire -- they were in fact part of continuing combat operations. Persevere in the struggle for human rights and a just and lasting peace

PRESS RELEASE
Information Bureau, CPP
December 10, 2010

The National Democratic Front-Eastern Visayas today joins the people in commemorating International Human Rights Day and calls for the perseverance in the struggle for human rights and a just and lasting peace. "The people have to assert their rights because the Aquino regime is all excuses, no fulfillment when it comes to human rights and other issues of the people," said NDF-EV spokesperson Fr. Santiago Salas. "Aquino's sincerity for peace remains doubtful because of his shabby regard for a binding agreement such as the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law. His regime is causing much ill will by ignoring the CARHRIHL and continuing the impunity of the military for human rights violations. This was highlighted by the 19th IB's killing of eminent scientist Leonardo Co in Leyte, on top of many more abuses against civilians in the course of massive military operations, especially in Samar. Such yawning indifference on the part of the Aquino regime casts a shadow on the peace talks."

"MP Week for Peace," a travesty

Ka Magno Udyaw

November 26, 2010

There is hubbub in town of a show made especially for the folks of Mountain Province, and perhaps a treat for the kids. It will be fun, we've heard, with bicycles and all, and the military playing a lead role in this travesty of peace.

On the first week of December, human rights activists around the world will launch activities culminating with the celebration of International Human Rights Day on December 10. The Armed Forces of the Philippines (AFP) sees this as another opportunity to ride the bandwagon of the worthy struggle for peace by staging its own little trick show. In their week-long gimmick with the silly title "MP Week for Peace," the AFP will again try its luck to fool the people of Mountain Province with its pretensions of being a bearer of peace and goodwill. The program, under a Capt. Suganon, will feature a cycling event, sports festival, and a trade fair. And believe it or not, these superficial activities will culminate in the signing of a covenant for peace on December 10!

The struggle at Philippine Air Lines and the struggle of the Philippine working class

It is just for the workers of Philippine Air Lines (PAL) to struggle to the hilt against plans to terminate almost 3,000 regular workers of the company and replace them with contractual agency workers. The struggle against this outsourcing scheme is widespread and fully supported by the working class and the toiling masses.

It is not only the livelihood of PAL workers and their families that is at stake in this struggle. Big capitalists will grow more emboldened to engage in outsourcing, especially with the Department of Labor and Employment (DOLE) upholding PAL's plans.

New wave of “Terror-Scare” an old US Imperialist ploy to intensify military intervention for US military basing and economic interest

November 6, 2010

There has been a series of “terror-scare” spreading in the country of late. The National Democratic Front of the Philippines in Mindanao (NDFP-Mindanao) views this chain of events along the following the lines:

1. The United States, being in the throes of a deep recession and trapped in the quagmire of wars of aggression in the Middle East, is looking up to the Philippines as its second front to secure its geo-politics in the Asia-Pacific, protect its economic interest and unhampered US military basing in the country. It had to install a more reliable ally – Benigno “Noynoy” Aquino III – through a pre-programmed election and drum up a new wave of terror to justify its intensified military intervention.

Dismantle the stumbling blocks to the peace talks

Editorial, Ang Bayan

Four months after taking power, the Aquino regime was at last able to form a panel to conduct peace talks with the National Deocratic Front of the Philippines (NDFP). Among those appointed by Aquino were personalities known to be genuinely interested in the peace process.

This is the first positive step taken towards the resumption of the talks that have long been stalled and stuck in a quagmire. The NDFP, on the other hand, had declared months ago its readiness to face the Aquino regime in the peace talks once the latter demonstrates its seriousness on this matter.

Militarization in EV the result of Aquino regime's deception and militarism

October 29, 2010

In the past two months, the 8th Infantry Division of the Philippine Army has been hastening its counterrevolutionary attacks on the people. It is carrying out widespread and intense military operations on Samar, while also hyping civil-military operations and psywar throughout the region. This reflects the Aquino regime's use of its initial popularity in pursuing its counterrevolutionary objectives. But that popularity is fast waning precisely because of the 8th ID's militarization, a continuation of the fascist repression of the past ten years under Oplan Bantay Laya.

Not for a moment since Benigno Aquino III's new regime took power did the Armed Forces of the Philippines (AFP) relent in its counterrevolutionary military campaign against the Filipino people. The US-Aquino regime is making full use of the political capital it gained from the last election to court support for its campaign of repression.

But it is this same campaign that is rapidly dissipating whatever political capital Aquino has left. The people who were blinded by the glare of his promise to change the old ways are gravely disappointed with the extension of the US-Arroyo regime's bloody Oplan Bantay Laya (OBL). The present regime is turning out to be no different from its predecessor in terms of the intensity and brutality of its fascist repression.

In his latest letter to the editor published in three Cordillera weekly newspapers, Capt. Adonis Bañez, spokesperson for the 501st Bde, made several baseless and unfounded accusations against the revolutionary movement. He recycled the military's outrageous lie that the soldiers ambushed last July 9 in Samoki, Bontoc who were alive and wounded were finished off by shots fired point blank, and all the casualties were stripped of their clothing and belongings. It is a strict policy of the NPA not to inflict harm on captured enemy personnel and those who are no longer capable of fighting back, in accordance with its own Rules of Discipline, International Humanitarian Law and rules of war. No soldiers survived the short burst of fire in the ambush. The NPA assault team that closed in on the vehicle found no wounded survivors. Had there been any survivors, they would have been provided first aid and moved to a safe spot where they could be immediately seen by AFP or PNP reinforcements. The NPA captures weapons and military equipment only, clothing and other personal belongings of enemy casualties are not included. The tactical offensive in Samoki was over in a few minutes. There was hardly enough time to gather the weapons, how much more to strip the casualties of their clothing. There were commuters who watched from a distance and saw how quickly the NPA unit attacked and withdrew. On the other hand, it is the operating units of the 5th ID that "finished off" point blank and desecrated the corpses of the wounded and captured NPA fighters Magno "Ka Braga" Ayabo and Sammy Rey "Ka Cholo" Cayago in 2004 and 2008 respectively. Some innocent civilians murdered by operating AFP troops were used for target practice, the latest case was Elmer Valdez in Conconig East, Sta. Lucia, Ilocos Sur last September 10.

1003rd Bde-10th ID-AFP Brig. Gen. del Rosario's media stunt: a grand cover-up

Ka Parago
1st Pulang Bagani Company, Merardo Arce Command, NPA - Southern Mindanao
September 27, 2010

The GRP's local City Council and the public could not be fooled into believing the malicious and downright fictitious tales spewed by 1003rd AFP Brigade commander Brig. Gen. Eduardo del Rosario. His demand for the Davao City Council to investigate the "lumad killings" and his tirade against local human rights activist Kelly Delgado -- as a supposed mastermind of a so-called NPA assassination plot against EastMinCom-AFP's Lt. Col. Randolph Cabangbang -- are entirely divertionary.

Dencio Madrigal
Valentin Palamine Command, NPA-Far South Mindanao Region
September 26, 2010

Eliseo (Ka Bimbo) Tada is a very sick man who has been ill for some time and had to have immediate medical treatment in a hospital. NPA medics who attended to him decided he should have a more specialized and extensive treatment, which at that particular time, could not be provided by the guerilla front. For this reason, the comrades decided to brave the odds and bring him to the nearest medical facility in order to save his life. Unfortunately, he was accosted by enemy patrols along the way, interrogated and brought to 39th IB's headquarters in Davao del Sur. During the interrogation he must have been physically and psychologically forced to admit to certain activities of which he had no knowledge about.

Current conditions are exceedingly favorable to arouse, organize and mobilize the Filipino people in their millions to tread the path of militant struggle and revolutionary war. The key requirement for the further advance of people's war towards the stage of strategic stalemate in the next five years is the creation of an extensive mass movement nationwide.

5th ID out to sabotage peace talks

The Cordillera People's Democratic Front (CPDF) takes exception to the press statement of 501st Bde spokesperson Capt. Adonis Banez that the AFP troops now rampaging in the Cordillera are deployed for peacekeeping purposes! The more the captain talks, the less sense he makes! What he peddles as localized peace talks are actually summary surrender procedures of the revolutionary forces. Capt. Banez does not comprehend what he is saying. Here are some points to consider. One, can the Provincial Peace and Order Council (PPOC), a creation of the GRP for its counter-insurgency campaign, be the proper forum for peace talks?

Noynoy Aquino's 'undeclared Martial Law' would aggravate human rights violations

Jorge "Ka Oris" Madlos
National Democratic Front of the Philippines-Mindanao
September 21, 2010

Today, September the 21st, the National Democratic Front of the Philippines -- Mindanao (NDFP-Mindanao) joins the Filipino people in recollecting the tens of thousands of victims of grave human rights abuses upon the declaration of Martial Law. It was the Dictator Marcos's virulent edict that plunged the nation into the darkest period of its history -- 14 years of brutality when the people's national democratic aspiration was single-handedly snuffed out through unrivalled and widespread repression.

On The Commemoration Of September 21

Prof. Jose Ma. Sison

September 21, 2010

Ferdinand Marcos himself designated September 21, 1972 as the date for Presidential Proclamation 1081, declaring martial law. In previous days, he had set in motion the imposition of fascist dictatorship on the people, including the mobilization of his armed minions, the murder of a whistle blower in his own intelligence agency, the fake ambush on his defense secretary and the mass arrest of his opponents and critics.

Militarization is inimical to the ancestral land rights of the Cordillera people

Fifth (5th) Infantry Division Commander MGen. Rommel Gomez, is distorting the issues of ancestral domain and heritage and is debasing these for counter-insurgency operations and psy-war.

MGen. Gomez' call for fresh local AFP recruits, and the denial of food, shelter, and protection to the NPA, all cleverly packaged with the issue of protecting the people's rights to ancestral lands, disguises the military's role in intensifying the national oppression of the indigenous people in the Cordillera. Portraying the military as the people's partner in achieving peace and development is a vile psywar ploy.

Dear Editor:

The NDF-Eastern Visayas welcomes your editorial on the question of peace posted last Sept. 13 on the internet.

We understand those who disagree with the violence of the Catarman ambush by the New People's Army. There are differing political views, not everyone espouses revolutionary violence to change the system. Nor can everyone be convinced the NPA's recent offensive was a legitimate act of war.
