The Communist Party of the Philippines (CPP) today expressed doubts on whether newly installed President Benigno Aquino III has any serious intention of resolving through peace negotiations the root causes of the ongoing civil war. The CPP noted how he completely failed to address the issue in his innaugural speech yesterday.

That in its failed and defeated Operation Plan Bantay Laya II, the 10th Infantry Division-AFP recruits and arms minors as combat pawns in its war against the people and the revolutionary forces. That what it accuses the people's army of doing turns out to be a matter of official policy in its ranks, long practiced in their counter-revolutionary theater.

What better proof than CAFGU Juve Latiban (SN # CT-G09000182), a 17-year-old minor. As a combatant of the AFP and their paramilitary forces, he was arrested at a checkpoint put up by the Conrado Heredia Command-NPA in sitio Mabatas, Barangay Upper Ulip, Monkayo, Compostela Valley Province on June 19.

Like all other fascist regimes before it, its National Internal Security Plan (NISP) code named Oplan Bantay Laya, is responsible for the deaths of more than a thousand who fell victim to extra-judicial killings and whose brutal military campaigns and operations have committed the most brazen of human rights violations in recent history, and caused the dislocation of millions of people.
