The Communist Party of the Philippines (CPP) today said Parents and Teachers Associations (PTAs) and residents of Sallapadan, Abra have raised complaints against soldiers belonging to the 77th IB and the Civilian Auxiliary Army (CAA) for having fortified themselves and sowing fear in Sallapadan Barrio Elementary School and Gangal Elementary School and in Barangay Labaan in Bucloc and Barangay Poblacion, Boliney.

The CPP today said the militarization of civilian communities is being carried out by the AFP while conducting so-called "peace and development operations" under Oplan Bayanihan resulting in widespread human rights violations and military abuses. "The brutality with which the AFP conducts its civil-military operations exposes the regime's peace rhetoric as a big sham."

According to reports of local revolutionary forces in Abra, the 50th IB under the 503rd Brigade have militarized the towns of Bucloc, Daguioman, Boliney and Sallapadan, while conducting so-called "peace and development" operations under Oplan Bayanihan. At least three companies of soldiers belonging to the 50th IB are encamped in houses in the Barangays of Ud-udiao, Bazar, Naguillan, Bila-bila and Saccaang in the municipality of Sallapadan; and in Barangays Ableg and Kabaruyan in the municipality of Daguioman.
