Support the peace process! Fight for the people’s rights! Condemn saboteurs of the peace talks!

Every effort must be made for the success of the current peace talks between the NDFP and the GPH. This is the obligation of all revolutionaries and sincere elements in Philippine society and support groups, organizations and states in the international community.By this, we mean the assertion of the peace process as agreed upon in The Hague Declaration jointly signed by the NDFP and the GRP/GPH, and by consistently and persistently fighting for the people’s rights.Those who insist on outrageous preconditions and outright violation of the peace process, and those who continue to violate the people’s rights are scuttlers of the peace talks.

The AFP is the main saboteur of the peace process and the current peace talks.The AFP Spokesperson Brig. Gen. Del Rosario is playing a broken record or a scratched CD of lies and illusions that have been rehashed from old counter-insurgency strategies and recorded anew for purposes of Oplan Bayanihan.Consider the following lies and illusions in Del Rosario’s recent statements:

1.The classic “divide-and-rule tactic”:“Hard core CPP-NPA-NDF leaders in the field who have made extortion their way of life are sabotaging the peace talks,while moderate and sincere elements in the CPP-NPA-NDF leadership are pursuing peace talks.” No NPA unit is engaged in extortion.Revolutionary taxation is a policy of the national democratic revolutionary movement, because taxation is a state prerogative.Revolutionary taxation is mainly collected from big companies raking in super-profits but enjoys tax incentives from the GPH and corrupt BIR officials, and from direct beneficiaries of revolutionary land reform program.The entire national democratic revolutionary movement, under the umbrella of the CPP-NPA-NDF, is united in pursuing the peace process as defined by The Hague Declaration, based on correct revolutionary principles and guidelines, and in pursuit of a just and lasting peace based on justice and democracy.On the other hand, corruption and plunder is a well-established fact in the AFP as an institution, and majority of its officers, non-commissioned officers, rank-and-file, and para-military forces are engaged in extortion, robbery, and other crimes of various gravity depending on their rank or position.

2.Another classic “offer one hand in peace while the other is busy sowing fear and terror” and “talk of peace, persecute it’s advocates.”: “The CPP-NPA-NDF have no right to demand the release of detained accused members and leaders because it is not a belligerent force and the detainees are common criminals.” The CPP-NPA-NDF have been waging revolution for more than 42 years now.It has persisted because of clear revolutionary ideology and principles grasped firmly by it’s leadership and embraced by the revolutionary membership and by the masses.Time and again, peace negotiations have been undertaken as a recognition that the CPP-NPA-NDF are belligerent forces fighting a just war, as recognized by international organizations and states consistent with international laws.The GPH contradicts itself by selectively releasing political prisoners depending on the political atmosphere and jurisprudence, while the AFP insists that these detainees are common criminals without rights to freedom.On the other hand, the CPP-NPA-NDF accords the rights and privileges of prisoners-or-war, consistent with international humanitarian laws and with the Comprehensive Agreement on Human Rights and International Humanitarian Laws (CAHRIHL).

3.The illusory, bordering on schizophrenic statement that:“The CPP-NPA-NDF are waging a hopeless struggle because there is no revolutionary basis and there is no guiding ideology.”The CPP-NPA-NDF is waging a just war for national liberation and democracy.It has persisted for 42 years despite continuous military campaigns of suppression and terror from the Marcos Regime, and until the failed Oplan Bantay Laya of the US-Gloria Macapagal-Arroyo regime, because the social, economic, political and cultural roots of the revolution have never been addressed.The Philippine society of the late 1960’s and early 1970’s when the CPP-NPA-NDF was founded have remained qualitatively unchanged.The situation is, more than ever, ripe for revolution because of worsening economic crisis and plunder, political repression, military terror, and imperialist intrusions.In Abra, widespread terror and plunder sweeps the province because of intensified militarization under Oplan Bayanihan, persistence of warlordism, and the incursions of large-scale mining companies into ancestral lands and the people’s patrimony.

GPH Chief Negotiator Atty. Alex Padilla should also refrain from scuttling the peace talks.He should stop towing the line of fascists and anti-communist witch hunters in the AFP and in the Aquino government, rethink his stand and change his position, and re-commit himself to the people’s interests.
