The NDFP in Mindanao challenges Mr. Benigno Aquino III to seriously implement EO No. 23, declaring a total log ban on "natural forests."

In the interest of protecting the country's remaining virgin forests, the ban must see to it that the licenses of large logging companies operating in and around water sheds and natural forests must immediately be revoked or cancelled. The operations of these said companies must immediately be ordered to cease and pull out from the area. The reactionary government must, on the other hand, provide viable alternative livelihood for all the workers in the field who have been hired by these companies.

On the occasion of the renewed round of peace talks between the Government of the Philippines (GPH) and the National Democratic Front of the Philippines (NDFP), the Conrado Heredia Command-Front 20 Operations Command of the New People's Army in Southern Mindanao has released today NPA Prisoner of War PO3 Jorge Sabatin with Badge No. 146981. He is a member of the 1403rd Police Provincial Mobile Group of the Philippine National Police. The order to release POW PO3 Sabatin was issued by the Merardo Arce Command-Southern Mindanao Regional Operations Command-NPA after revolutionary authorities completed its investigation that concluded that PO3 Sabatin has no direct culpability nor serious rights violations to the revolutionary movement and the people. The order to release POW PO3 Sabatin was also issued as an act of goodwill for the formal resumption of the GPH-NDFP peace talks.

AFP-PNP-CAFGU ceasefire violations in North East and Southern Mindanao are in contempt of the peace process

AFP, PNP and CAFGU units in both the North Eastern and Southern parts of Mindanao have violated the mutually-declared ceasefire, which runs from Feb 15 to 21, of the National Democratic Front of the Philippines (NDFP) and the Government of the Philippines (GPH).

In the North Eastern Mindanao province of Surigao del Norte alone, 4th Infantry Division military units began offensive combat operations since 12 January 2011, and at the start of the mutually-agreed ceasefire between the NDFP and the GPH on 15 February 2011, these units have not withdrawn from the area and continue to hold offensive positions.

The Herminio Alfonso Command-Front 53 Operations Command of the New People's Army released today M/Sgt. Mario Veluz after an investigation cleared him of his possible continuing active involvement in counter-revolutionary activities. He has no direct culpability nor serious violations to the revolutionary movement. M/Sgt. Veluz was accosted during a February 6 NPA checkpoint along Davao-Bukidnon national highway. His .45 cal pistol sidearm was confiscated during the checkpoint.

The revolutionary forces of Southern Tagalog condemn in the strongest terms the treacherous arrest of Comrade Allan Jasmines and demand for his immediate and unconditional release.

The arrest of Comrade Allan Jasmines last February 14 by the state security forces, hours ahead of the resumption of the formal peace talks in Oslo, Norway between the NDFP and the GPH is a blatant mockery of any sincere intention of the GPH political leadership to find a lasting solution to the present armed conflict.

The custodial unit of Prisoner of War Pfc El Bryan Cañedo under the Front 25 Operations Command of the New People's Army released today audio clip and photos of POW Pfc El Bryan Cañedo.

Prisoner of War (POW) Pfc. Cañedo, 23, a member of the 5th Scout Ranger Company under the 2nd Scout Ranger Battalion-AFP was arrested during an NPA mobile checkpoint in Barangay Maparat, Compostela, Compostela Valley province at 6 am February 7. He is facing investigation for possible crimes committed against the masses and the revolutionary movement. A 9 mm pistol was confiscated from him.

My arrest on the very eve of the NDFP-GPH peace talks by combined forces of the AFP and PNP is an outright and arrogant mockery and sabotage of the peace process.

The Government of the Republic of the Philippines' fascist forces have been intentionally violating the JASIG with impunity and stubbornly refusing to release 14 other NDFP peace consultants and their staff who remain under detention, in order to prove that there is nothing to gain in the peace process, especially on the part of the revolutionary forces and the people. In adding another arrest of a JASIG-holder on the very eve of the resumption of the peace talks, the leadership of the fascist AFP and PNP want to show how easily they can violate all peace agreements and make it appear that the NDFP and the revolutionary forces are weak and have really nothing to leverage on and gain in the peace process. They want to use the peace process only to make the revolutionary forces capitulate.

Troops from the 4ID launching military operations in the barrios of Claver and Gigaquit, Surigao del Norte did not leave and return to their barracks. In Brgy. Sapa in Claver, Brgy. Lahi and Camam-onan in Gigaquit, military troops remain and are currently staying at the barangay halls. The Communist Party of the Philippines (CPP) today condemned the arrest yesterday afternoon of CPP leader Allan Jazmines in Baliwag, Bulacan by combined military and police forces. The CPP demanded the immediate release of Jazmines.

According to the CPP, the arrest of Jazmines is in "gross violation" of the Joint Agreement on Safety and Immunity Guarantees (JASIG). Jazmines is a consultant of the National Democratic Front of the Philippines (NDFP) in peace negotiations and is a holder of a JASIG document of identification issued by the NDFP.

The custodial unit of Prisoner of War PO3 Jorge Sabatin under the Conrado Heredia Command-Front 20 Operations Command of the New People's Army released today voice clips and photos of POW Sabatin.

POW Sabatin is one of the policemen detailed in the 1403rd Police Provincial Mobile Group extortion outpost the Red fighters overran February 1 in Pulang Lupa, Trento, Agusan del Sur. PO3 Sabatin surrendered to the Red Army and was declared Prisoner of War.

We hereby declare to all commands and units of the New People's Army (NPA) and the people's militia a ceasefire order to be effective upon the reciprocal and concurrent ceasefire order from the Government of the Republic of the Philippines (GPH, formerly designated as GRP) to its military, police and paramilitary forces, within the period of 0001H of 15 February 2011 to 23:59H of 21 February 2011.

In conformity with the mutual ceasefire between the GPH and the National Democratic Front of the Philippines (NDFP) as a confidence and goodwill measure to mark the resumption of the formal talks after six years, all the commands and units of the NPA shall cease and desist from carrying out offensive operations against the armed units and personnel of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and paramilitary forces of the GPH.
