The darkest clouds that are dimming the hopes of advancing the long-stalled peace talks are the Armed Forces of the Philippines (AFP) and its new Oplan Bayanihan (OPB). Rabidly fascist forces have been relentless in their efforts to obstruct and sabotage the talks.

Every time there is a glimmer of hope that the talks between the National Democratic Front of the Philippines (NDFP) and the Government of the Philippines (GPH) will be moving forward, forces zealously working against peace undertake moves to obstruct the negotiations. The AFP's fascist generals have the gall to declare themselves as peace advocates in the face of their violations of existing agreements and their efforts to malign the NDFP and its seriousness in pursuing talks with the GPH.

The Ernesto "Boyboy" Roa Command Front 6 -- NPA under the Julito Tiro Command of North Central Mindanao Region disabled, on February 22 in Sitio Opis, Brgy. Namnam, San Fernando, Bukidnon, five (5) equipment units used by the Eagle Mining Company for mining. Punitive action was handed down to the said company for its environmentlly-destructive mining operations, for ignoring the demand of the Lumad in the area and church people for mining to stop, and, for threatening to file cases against and summarily killing some leaders who opposed the operations of the company.

On the 25th year of the EDSA uprising, we recall the triumph of the Filipino people in toppling down the Marcos dictatorship, and reaffirm its revolutionary character as reflected in the struggle for the people's collective aspiration to be free from fascist rule.

Twenty-five years after EDSA, however, no fundamental social change has taken place. Terror and chronic poverty under the post-Marcos puppet regimes continue to hound the Filipino people. In fact, social deterioration is staggering: people have been pushed to suffer poverty far worse than before; many have become politically disenfranchised, and thousands remain landless and jobless.

Muli na namang nilabag ng AFP at CAFGU ang kasunduan ng tigil-putukan sa pagitan ng Government of the Republic of the Philippines (GPH) at national Democratic Front of the Philippines (NDFP). Ang 7 araw na tigil-putukan ay napagkaisahan sa panimulang pag-uusap ng NDFP at GRP noong Enero 14 -- 18 sa Oslo, Norway. Ang tigil-putukan ay kasabay ng muling pagsisimula ng usapang pangkapayapaan noong Pebrero 15 -- 21, 2011. Ginamit ng AFP at CAFGU ang pagkakataong ito upang ipusisyon ang kanilang mga tropa sa loob at paligid ng mga larangang gerilya na kinikilusan ng Bagong Hukbong Bayan at naglunsad ng iba't-ibang tipo ng operasyong militar. Nauna ng tahasang nilabag ng PNP, AFP at CAFGU ang 19 araw ng tigil-putukan noong Disyembre 16, 2010 hanggang Enero 3, 2011.

For the information of the general public we are releasing this list of violations on the 7-day ceasefire on the part of all the armed forces of the Government of the Philippines (GPH) in Mindanao.

For its part, the New People's Army (NPA) in Mindanao, under the leadership and guidance of the Communist Party of the Philippines (CPP-MLM), has faithfully abided by the said declaration and maintained its defensive mode during the same period. The incident at Banay-Banay, Davao Oriental alleged to be a violation of the NPA against the ceasefire was a mere fabrication of the AFP.

The NDFP in Mindanao salutes and congratulates all commands and units of the New People's Army (NPA) in Mindanao and the rest of the country for its display of a high sense of political maturity, responsibility and military discipline during the mutually-declared seven-day ceasefire between the National Democratic Front of the Philippines (NDFP) and the Government of the Philippines (GPH).

Also, NPA units in Southern Mindanao, in an act of goodwill and for humanitarian reasons, have released three prisoners-of-war (POWs) on separate occasions during the same period, further creating a more favourable atmosphere and bolster confidence for the peace negotiations and the entire peace process.

There is no doubt what we, the Negotiating Panels of the Government of the Philippines (GPH) and the National Democratic Front of the Philippines (NDFP), together, have achieved this past week. We have moved the peace negotiations forward, breaking the 6-year impasse and inertia caused by the previous Arroyo administration's unilateral and prolonged suspension of the talks, and grievous violations of the bilateral agreements entered into by the two Parties.

But it has been a roller coaster ride all the way, so to speak, and until a few moments ago, no one could be quite sure whether the talks would end up on a high or a low point, or whether it might stall once more.

The NDFP-Mindanao wishes to salute and congratulate NPA Red Fighters in the Southern Mindanao Region (SMR), particularly those of the Conrado Heredia Command - Front 20, the Front 25 Operations Command and the Wilfredo Zapanta Command-Front 18, for having carried out the speedy and safe release of three prisoners of war (POWs), namely PO3 Jorge Sabatin, Pfc. El Bryan Cañedo and PO2 Jerwel Montecillo Tugade on three separate occasions.

The releases of PO3 Sabatin, Pfc. Pfc. Cañedo, and PO2 Tugade were acts of goodwill that showed the sincerity of the NPA in abiding by the spirit of the mutually-agreed ceasefire between the NDFP and the GPH.

Ano ang epekto sa hukbo ng isinasagawang peace talks? Mataas ba ang pag-asa na mawawakasan na nito ang armed conflict?

Masaya ang Bagong Hukbong Bayan sa Quezon sa muling pagbubukas at pagsisimula ng usapang pangkapayapaan sa Oslo, Norway sa pagitan ng NDFP at GPH. Umaasa kaming sa muling pagbubukas na ito, muling marereapirma ang mga nauna nang naging kasunduan tulad ng The Hague Joint Declaration, Breukelen Statement, Joint Agreement on Safety and Immunity Guarantees (JASIG) at Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). Mula sa pagkakapatibay ng mga naunang kasunduang ito ay makakaabante na sa susunod na substantibong adyenda ukol sa pagpapatibay ng Comprehensive Agreement on Social and Economic Reforms (CASER) at sa susunod pang adyenda ng Political, Constitutional and Electoral Reforms.

Ang pinakamaiitim na ulap na lumalandong sa pag-asang umusad ang matagal nang nabimbing usapang pangkapayapaan ay ang Armed Forces of the Philippines (AFP) at ang bago nitong planong Oplan Bayanihan (OPB). Walang awat ang mga sagadsaring pasistang pwersa sa kaliwa't kanang paghadlang at pananabotahe sa usapan.

Sa tuwing may aninag ng pag-asang sumulong ang pag-uusap sa pagitan ng National Democratic Front of the Philippines (NDFP) at ng Gubyerno ng Pilipinas (Government of the Philippines o GPH), kumikilos ang mga sagadsaring pwersang anti-kapayapaan upang mabahura ang pag-uusap. Ang tapang ng apog ng mga pasistang heneral ng AFP na ideklara ang sarili bilang mga tagapagtaguyod ng kapayapaan samantalang kaliwa't kanan ang paglapastangan nila sa mga umiiral na kasunduan at panlilibak sa NDFP at sa seryosong layunin nito sa pakikipag-usap sa GPH.

John Elliot ng 42nd Infantry Batallon (IB), 9th ID Philippine Army sa paglabag sa karapatang-tao sa ilang mga baranggay sa bayan ng Calabanga, Camarines Sur. Isang malinaw na paglabag ito ng AFP at Gubyerno ng Pilipinas sa idiniklarang tigil putukan.
