Aquino regime interested more in assuring oil profits than people's welfare--CPP

The Communist Party of the Philippines (CPP) today said the refusal of the Aquino regime to review and repeal the Oil Deregulation Law and undertake substantial measures to impose regulations amid spiralling prices of petroleum products shows that it is more interested in ensuring superprofit earnings of big foreign oil companies than protecting the socio-economic welfare of the people.

"For more than one decade now, big foreign oil companies have fully exploited the Oil Deregulation Law by relentlessly raising the retail prices of diesel and other petroleum products to rake in superprofits in complete disregard of its grave impact on the people's daily lives," said the CPP.

The Kabataang Makabayan, the revolutionary youth group allied to the National Democratic Front of the Philippines (NDFP) supports the opening and just concluded round of the formal peace-talks between the Government of Philippines (GPH) under the Aquino administration and the National Democratic Front of the Philippines from February 15-21, hosted by the government of Norway.

It can be a “balm in Gilead” if seen as a relief from Arroyo’s nailed-fist policy of shunning the peace-talks, waging all-out war against the revolutionary movement and spreading terror in civilian communities.

Late last night, an abusive and rotten police offical emphasized what they think of human rights and how detainees here at the PNP Custodial Center in Camp Crame should be put in their "proper place".

Yesterday's Camp Duty Officer (CDO) drunk with liquor and power, started banging at the cell gates of several cell blocks at eleven in the evening, barged into individual cells, belted out abusive and arrogant words, ordered the detainees to be roused from their sleep, and made them fall in line for a "headcount".

Even the female detainees were not spared. Against the advice of more decent subordinate guards that the privacy of the female detainees has to be respected especially as they were already asleep and were clad only in slight clothes for sleeping, the said police official barged into the cells of the female detainees and ordered them to get up from their beds and present themselves in front of him.
In vain effort to hide his identity, the police officer removed his nameplate from his uniform. But many of the detainees know him as Police Chief Inspector (PCI) Eco.
His abuses reached their heights when he entered Cell Block Alpha at eleven thirty in the evening.

Detainees are allowed to lock their cells from inside right after the guards' padlocking of the cells from the outside. This is to prevent guards from entering the cells without just reason, abusing the detainees and stealing the detainees' personal possessions when the latter are already asleep. But, prevented from immediately being able to enter detainee Rizal Ali's cell no. 8 because it was also padlocked from inside, the abusive police officer ordered the detainee's own padlock to be opened and while hurling invectives, confiscated the padlock and barged into Ali's cell.
Also after barging into detainee Mauwiya Musabpi's cell no. 7 and seeing a tube of toothpaste lying around, the abusive police officer confiscated it, claiming that it might be used to make improvised bombs. Mauwiya protested the confiscation, saying that the toothpaste was part of the package of goods given to him and a number of other detainees by a human rights organization. Mauwiya outrightly complained "Ito'y human rights violations." (This is a human rights violation). The arrogant officer in turn shouted "Anong human rights? Walang human rights sa amin." (What human rights? There is no such thing as human rights as far as we are concerned.)

In the next cell no. 6, the said abusive officer also confiscated detainee's Gilbert Soliman's small nail cutter.

And using his cellphone camera, the atrocious police officer also took a picture of some detainees including Ed Sarmiento in order to terrorize them.

As soon as their cell gates were opened this morning, detainees in Cell Block Alpha wrote a collective letter of complaint addressed to the Chief of the PNP Custodial Center detailing the atrocities and abuses they underwent in the hands of PCI Eco the night before.

Last night's abuses at our detention center comprise but a tiny speck of many and worse abuses and terrorizing being committed against police and military detainees, especially political detainees, in this country. It shows how rotten, abusive and unmindful of human rights are the prisons and the police/military establishments in the country.

The compensation given to 7,526 victims of the Marcos fascist dictatorship comes too little, too late.

On March 1, they began receiving $7.5 million, equivalent to a little more than P40,000 for each person. Although they accepted the small amount as damages, there is little cause for celebration.

Their thirst for true justice has not been quenched.

The Mt. Amandewin Command of the New People's Army-Leyte today said there was no crossfire in an encounter but plain massacre in the killing of a prominent botanist and his assistants on November 2010, and that the 19th Infantry Battalion had gone on a rampage after previously sustaining heavy casualties from the NPA. "There was no NPA unit in the area of the Energy Development Corporation in Kananga, Leyte on Nov. 15, 2010, when Leonard Co and his assistants were attacked by the 19th IB," said MAC spokesperson Ka Dodong Malaya. "The NPA regards the EDC area as disadvantageous for maneuverability as it is too heavily guarded by the 19th IB, the police, paramilitary CAFGU and private security guards. Why would the NPA put itself at unnecessary risk when there are far better options for launching a tactical offensive? Moreover, even if the NPA had been on a tactical offensive at that time despite the obvious odds, it still would not have engaged the 19th IB since Co and the other civilians would be put in harm's way. The NPA strictly complies with the laws of war and respects the rights of civilians."

Malaya added that the context of the massacre is that when Leonard Co, Sofronio Cortez and Julius Borromeo were killed, the 19th IB was on a frenzy of search-and-destroy operations in Leyte but had been heavily hit by the NPA. "The militarization in Leyte was parallel to that in Samar in the waning months of 2010, as Oplan Bantay Laya 2 was drawing to a close at yearend and due to be supplanted with Oplan Bayanihan. Many civilians were abused in widespread military operations in the towns of Albuera, Burauen, Kananga, Carigara and Capoocan. Sad to say, Co and his assistants suffered worst of all, because they were attacked after the 19th IB had been dealt serious losses in an NPA ambush."

The MAC spokesperson said that the 19th IB covered up its defeats to this very day, even when the media and public were skeptical why alleged crossfire in an encounter could kill the three civilians, when the 19th IB had been saying for years the NPA was over in Leyte. "The 19th IB is keeping the public in the dark about the revolutionary advance in Leyte and the background that led to the massacre. A month before the massacre, at 6 a.m. of Oct. 1, a platoon of the Mt. Amandewin Command ambushed operating troops of the 19th IB in Brgy. Salvacion, Albuera, Leyte. Seven soldiers were killed and two wounded. According to NPA intelligence reports, the 19th IB was completely stunned at the rout and sought hard to hide the information from the media, though many witnesses in the area can confirm this. Meanwhile, the ranks of the 19th IB were demoralized and liable to extreme paranoia and cowardice in their operations, as indeed happened when Lt. Ronald Odchimar and his troops shot Co, Cortez and Borromeo on Nov. 15. The three who were carrying their equipment were apparently mistaken for rifle-toting Red fighters at a distance.

"The 19th IB also sustained even heavier losses in December. Despite the media furor after the massacre, the 19th IB remained relentless in military operations that abused civilians in the towns of Kananga, Carigara, Capoocan, Ormoc, Albuera, Baybay, Burauen and Jaro. These month-long, widespread operations utilized all available troops in the target area, and went on up to the December ceasefire declared by the AFP. While the 19th IB had been rampaging for months, it had the gall to accuse the NPA in the media of bad faith for ambushing the fascist troops on Dec. 14, two days before the AFP and NPA separately declared ceasefires. In the said ambush between Brgy. Tigbaw and Brgy. Candigahob, Carigara, 10 soldiers were killed and five wounded. The extent of casualties was hidden from the media but is too widely known by many people in Carigara, even to the police and Mayor Evi Apostol from whom the 19th IB are known to have requested assistance for their dead and wounded."

Ka Dodong Malaya sympathized with the families of the victims massacred by the 19th IB, and urged them to press on with the struggle for justice because the truth was on their side. "The massacre of Leonard Co, Sofronio Cortez and Julius Borromeo is the peak of the impunity currently enjoyed by the 19th IB. It should also not be forgotten that many other civilians today continue to suffer at the hands of the fascist battalion, apart from the more than a decade of massacres and other human rights violated it committed. Many peasant families in Leyte today suffer hunger after being forbidden from farming their land as well as doing other means of livelihood because they are accused of supporting the NPA. Other peasants are also forced to guide the soldiers during dangerous military operations. The soldiers also routinely base themselves in the houses of civilians, in barangay halls, and schools. Villagers are often interrogated and harassed by the fascist troops."

The Mt. Amandewin Command spokesperson also urged other sectors to support the struggle for justice for the Kananga massacre victims, as well as for the other victims of the 19th IB's impunity for violations of human rights and international humanitarian law. "The massacre of Co, Cortez and Borromeo occurred as the much hated Oplan Bantay Laya concluded nearly a decade of rights violations. But such bloodshed is bound to persist because the new Oplan Bayanihan is hell-bent on persevering with US-guided "counter-insurgency." As the NPA has clarified, civilians are becoming targets of the Aquino government's "counter-insurgency," whether explicitly or implicitly. Thus the NPA urges the people to stand up and fight for their rights. The impunity of the 19th IB must end, all its violations of human rights and international humanitarian law must be investigated, and the battalion must be demobilized for being a gross violator of the laws of war."#

NPA not involved in Biliran bus burning incident

The Efren Martires Command of the New People's Army-Eastern Visayas today slammed the Philippine National Police for accusing the NPA of involvement in the burning of two buses of Silver Star Bus Liner in Almeria, Biliran that also killed two drivers last March 5. "The NPA had nothing to do with the Biliran bus burning incident," said Ka Karlos Manuel, EMC spokesperson. "But Agence France Press quoted PNP spokesman Chief Supt. Agrimero Cruz as claiming that "initial investigation" pointed to the NPA as behind the bus burning for "revolutionary taxation." Cruz did not even show a shred of evidence for his claim from the police's so-called "initial investigation." News reports clearly showed the incident to be a common crime. The PNP's accusation is therefore nothing more than lazy, baseless and incompetent work and invented out of thin air. It also seems the PNP is spreading disinformation against the NPA after its successful ambush on police elements in Arteche, Eastern Samar last Feb. 26."

Oplan Bayanihan (OPB) is the newest Internal Security Operation (ISO) plan of the Armed Forces of the Philippines (AFP). It was issued in January 2011 after approval by Benigno Aquino III, the AFP's commander-in-chief and leader of the puppet Philippine government. The AFP will be implementing OPB from 2011 to 2016, with the objective of crushing all armed threats to the state in the first half of the program (2011-2013).



OPB, in essence, is a continuation of the failed Oplan Bantay Laya (OBL) and other past ISO. Like them, OPB aims to defeat the armed resistance and mass struggles of the Filipino people. In accordance with Aquino's marching orders, the AFP has declared as its objective the decimation of the New People's Army in three years, which constitutes the first half of OPB's term.

On the occasion of the 100th International Women's Day, we remember the women proletariat in Europe and the Americas who, in the 1800s, bravely fought against low wages and inhuman labour conditions brought about by the Industrial Revolution. Their struggle has been the inspiration for the worldwide March 8 celebration, which, in the Philippines, was first heralded by Malayang Kilusan ng Bagong Kababaihan (Makibaka) and the Katipunan ng Bagong Kababaihan (Katipunan) in 1971 that led multitudes of new Filipinas to the militant struggle against fascist repression and, later on, to the revolutionary front.

Under this historical context, the NDFP-Mindanao joins the world in celebrating International Women's Day and express our unequivocal support to the Filipino women's fight for their emancipation alongside the entire Filipino people's struggle for new democracy and national liberation.

Kulang na kulang at lubhang huli ang iginawad na bayad-pinsala sa 7,526 na biktima ng pasistang diktadurang Marcos. Nitong Marso 1, sinimulang ibahagi sa kanila ang halagang $7.5 milyon na katumbas ng mahigit P40,000 lamang bawat isa. Bagamat tinatanggap nila ang maliit na halaga bilang danyos, hindi pa rin sila lubos na nalulugod. Patuloy ang pagkauhaw nila para sa tunay na katarungan.

Mahigit 2,000 sa orihinal na 9,539 na nagsampa ng kaso sa korte sa US noong 1988 ang inalis sa listahan batay sa bagong itinakdang "rekisito" ni Swift. 39th IB-AFP intelligence asset punished in Davao del Sur

Red partisans of the Magtanggol Roque Command-New People’s Army in Southern Mindanao implemented the standing order against 39th IB-AFP intelligence asset Roldan Quitua, 24, last February 25 in Santa Cruz, Davao del Sur.

Contrary to the 10th ID-AFP’s vehement claims, Quitua was not a civilian but was a long standing combat intelligence asset of the 39th IB-AFP. His case officer is 39th IB-AFP’s Lt. Villegas. Quitua’s father is a Cafgu member in Sinuron, Santa Cruz.
In the last quarter of 2008, Quitua was tasked by his military handler to enlist in the NPA to gather combat intelligence. He had a short stint inside the NPA and as his duplicity was about to be uncovered he immediately abandoned his post. Quitua fed intelligence information to the 39th IB-AFP on the location and troop disposition of the NPA unit that almost resulted into two defensive actions for the NPA.

Ang Oplan Bayanihan (OPB) ang bagong plano ng Armed Forces of the Philippines (AFP) para sa Internal Security Operations (ISO). Inilabas ito nitong Enero 2011 matapos ito pagtibayin ni Benigno Aquino III, ang kanilang Commander-in-Chief at pinuno ng papet na gubyerno ng Pilipinas. Isasakatuparan ng AFP ang OPB mula 2011 hanggang 2016. Layunin ng AFP na sa unang bahagi ng programa (2011-2013) ay madudurog na nito ang mga armadong banta sa estado.
