Salute the NPA for Punishing Notorious AFP with more Tactical Offensives

The Cordillera People's Democratic Front (CPDF)congratulates the various NPA operational commands in the Ilocos-Cordillera region for successfully launching tactical offensives against notorious units of the AFP, inflicting heavy casualties on the side of the enemy without incurring any casualty on its side, seizing a number of firearms, and repulsing enemy attacks in another and  breaking the cordon of their encirclement unscathed.



The Nona del Rosario Command (NDRC) of the NPA-Ifugao staged a successful ambush against the notorious Bravo Company of the 86th IBPA last April 25, 2012 at Sitio Dontogto, Binablayan, Tinoc, Ifugao, while the Procopio Tauro Front (PTF) under the Agustin Begnalen Command of the NPA-Abra launched a series of harassment operations in Lacub, Abra.

On the morning of April 26, 2012, a unit of the ABC harassed the 41st IB detachment at Sitio Bantogo, Poblacion, Lacub, Abra inflicting  3 killed and  1 wounded in action. At about 10 AM of April 27, 2012, another unit of ABC also staged a sniping operation at the pursuing troops of the 41st IB at Mt. Inuman, Poblacion, Lacub, Abra inflicting another  3 KIA.

Earlier last April 21, the Leonardo Pacsi Command (LPC) of the NPA-Mountain Province repulsed an intended raid on their temporary physical base at Sitio Tappo, Banawel, Natonin, Mountain Province. The Red fighters although outnumbered and fired upon first were able to hold their line and  pierce the encirclement of the enemy without any casualty.

Initial reports from the LPC show that a large number of troops of the 54th IB were unleashed for military operations targeting eastern Mountain Province. These large units virtually encircled the position of the NPA before signaling the attack. Failing to inflict even a single casualty, much less decimate the NPA unit, even while unleashing a tactically superior strength supported by two helicopters, utilizing K-9 attack dogs and spending huge operational costs, the AFP spin masters desperately resorted to fabricating casualties and manufacturing  glowing battle reports. The reported score of six NPA casualties, allegedly brought to Alfonso Lista then to a funeral parlor in Santiago, Isabela, aside from several firearms seized reflect the skills of the 5th ID psy-war experts as magicians.

Whatever the imagined and fabricated victories the 5th ID was trying to hard-sell to the public in the April 21 failed raid, this was punctuated when four days later, on April 25, a unit of the NDRC staged a daring ambush against the notorious 86th IB in Sitio Dontogto, Binablayan, Tinoc, Ifugao, inflicting heavy casualties on the AFP side while sustaining no casualty on its side. From a posture of arrogance, the 5th ID spokesperson Col. Miguel Puyao Jr. was transformed now into a crying wolf.

Among the casualties was the operations officer (S3) of the 86th IB, PA Captain Siegfried Cafilas.

It can be recalled that the  former commanding officer of the Bravo Coy of the 86th IB, PA Capt. Danilo Lalin,  was positively identified in two rape cases involving two minors in Mankayan, Benguet, last December 2011 and February 2012 respectively. As military reports indicate, he was replaced in a grandiose turnover ceremony held the day  before the ambush, ostensibly to be removed from the eyes of the agitated public in a manner similar to  other military perpetrators of heinous crimes "disappeared" from scrutiny.  This slap-on-the-wrist treatment is akin to the concealment from the bars of justice and promotion of officers implicated in extrajudicial killings or involuntary disappearances such as the `butcher `Ret. Major General Jovito Palparan, Lt. (now Col.) Harry Baliaga Jr. of the Jonas Burgos abduction case, among other victimss.

The 86th IB is also held accountable for various crimes against the people, including the merciless murder of Ama Bahiwag Puguon, an 80-year old elder, last September 12, 2011 in Ballococ, Liwon, Asipulo, Ifugao. The AFP also illegally entered houses of residents at barangay Bagnet, also in Asipulo, forcibly taking sawn lumbers from residents and utilizing these  only  for firewood.

The CPDF also commiserates with the family of the two civilian casualties in the encounter. The CPDF will initiate an investigation if need be to determine if ever there was any lapses on the side of the NPA especially as regards the two civilians involved. At the same time, we hold the commanding officers of the 86th IB accountable for allowing these two civilians to ride with them in a vehicle marked for military use. There are strict rules that disallow the military from bringing along civilians in military vehicles in order to avoid them being caught in the armed conflict.

As pointed out by Comrade Diego Wadagan, Spokesperson of the Agustin Begnalen Command, NPA-Abra "the tactical offensives were carried out to punish the 41st IB, 503rd Brigade for consistently serving as large-scale mining security force, terrorizing the people, widespread human rights violations, oppression against the indigenous peoples, women and children, criminality and decadence".

The success of the NPA is attributed to  the strong and widespread support of the masses, their mastery of terrain,  the firm resolve of the Red fighters to engage in combat and utilizing appropriate guerilla tactics.  The CPDF reiterates its call to the rank and file and patriotic military officers especially those coming from the indigenous communities not to obey anti-people and criminal orders from your commander-in-chief down to your immediate field commanders if you can not get out altogether from the AFP. The CPDF calls on you to refrain from allowing yourselves to be used as mercenary force to protect and secure the investments of large scale corporate mining as well as geothermal and hydropower plants.

More tactical offensives will be expected from the revolutionary army as development aggression in the Cordillera intensifies.  The NPA cannot but continues to defend the land, livelihood, rights and resources of the indigenous people. The people's army shall also continue to punish the perpetrators of military abuses, especially notorious units.
