Peace talks prospects dampened with forcible transfer of Alan Jazmines, inhumane treatment of Tirso Alcantara and other NDFP Consultants

The National Democratic Front of the Philippines (NDFP) vigorously condemns the treacherous and forcible transfer of NDFP Consultant Alan Jazmines from the Philippine National Police (PNP) Custodial Center in Camp Crame to Camp Bagong Diwa in Bicutan. Carried out at dawn on 29 June 2012, Jazmines was not allowed to call his legal counsel.

This is a further gross violation of the basic rights of Alan Jazmines, who is not only an NDFP Consultant in the peace talks with the Aquino government. He is also a Member of the NDFP Reciprocal Working Committee for Social and Economic Reforms.

This shows utter disregard of his rights guaranteed by the Joint Agreement on Safety and Immunity Guarantees (JASIG) signed by the Government of the Republic of the Philippines (GRP) and the NDFP. Together with the brutal and inhumane treatment of NDFP Consultant Tirso Alcantara, who is kept in isolation in a Philippine Army camp for more than 18 months, and other NDFP Consultants still illegally detained, these have a serious dampening effect on prospects for the resumption of formal peace talks.

Jazmines' exposé of the deplorable conditions of political prisoners in the Camp Crame Custodial Center and the presence there of victims of US rendition being subjected to interrogation by the US Federal Bureau of Investigation (FBI) should be taken by the Aquino regime as a most serious reason to investigate this flagrant violation of Philippine national sovereignty and territorial integrity. It should not be a cause for a treacherous act of reprisal that smacks of another subservient kowtowing to US hegemony.

The NDFP reiterates its firm demand that the Aquino government respect and comply with the JASIG and the GRP-NDFP Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). It must also pay heed to national sovereignty as one major guiding principle of the GRP/GPH-NDFP peace negotiations as stipulated in The Hague Joint Declaration of 1992.

Mariing kinukundena ng National Democratic Front of the Philippines (NDFP) ang patraydor at pwersahang paglipat sa NDFP konsultant na si Alan Jazmines mula sa Philippine National Police (PNP) Custodial Center sa Camp Crame patungong Camp Bagong Diwa sa Bicutan. Madaling-araw ng ika-29 ng Hunyo, 2012 ipinatupad ang paglipat at hindi pinahintulutan si Jazmines na tawagan ang kanyang abugado.

Ito ay ibayo pang lansakang paglabag sa batayang karapatan ni Alan Jazmines. Hindi lamang siya konsultant ng NDFP sa usapang pangkapayapaan sa gubyernong Aquino, kasapi rin siya ng NDFP Reciprocal Working Committee for Social and Economic Reforms (CASER).

Ipinapakita nito ang lubos na pagbalewala sa mga karapatang tinitiyak ng Joint Agreement on Safety and Immunity Guarantees (JASIG) na pinirmahan ng Government of the Republic of the Philippines (GRP) at ng NDFP. Kaakibat ng malupit at di-makataong pagtrato sa NDFP konsultant na si Tirso Alcantara, na mahigit 18 buwan nang nakabartolina sa kampo ng Philippine Army, at iba pang konsultant ng NDFP na patuloy na iligal na ikinukulong, lubhang pinalalabo nito ang prospek na pagpapatuloy ng pormal na usapang pangkapayapaan.

Ang paglalantad ni Jazmines ng kalunos-lunos na kalagayan ng mga detenidong pulitikal sa Camp Crame, at ang presensya doon ng mga biktima ng 'rendition' ng US na iniinteroga ng Federal Bureau of Investigation (FBI), ay dapat seryosohin ng rehimeng Aquino upang imbestigahan ang lantarang paglabag na ito sa pambansang soberanya at integridad ng teritoryo ng Pilipinas. Hindi ito dapat dahilan para sa patraydor na ganti na pagpapakita ng pagiging sunud-sunuran sa pandaigdigang dominasyon ng US.

Muling idinidiin ng NDFP na dapat igalang at tumalima ang gubyernong Aquino ang JASIG at ang Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) ng GRP at NDFP. Dapat din nitong kilalanin ang pambansang soberanya bilang isang pangunahing prinsipyong gumagabay sa mga negosasyong pangkapayapaan sa pagitan ng GRP at NDFP, ayon sa itinatakda ng The Hague Joint Declaration ng 1992.
