The morning of March 11, 2012 was just as any other day had been for the Tumanduk people of Tacayan, a mountain barrio in Tapaz, Capiz. Old men chewed betel nut, men and women worked the fields with some of their older children while the younger ones went to school. Most were hungry the better part of the day, but that was to be expected with the persistent rains, for there could be no harvests from their kaingins. However, a deafening explosion in the centre of the barrio shattered that afternoon this seeming quiet. A child was killed and her little sister wounded.

One year has passed since the death of 6-year old Rodelyn Aguirre and the wounding of her 4-year old sister caused by the blast of an explosive from an M79 grenade launcher belonging to the troops of the 61st IB who were encamped in Brgy. Tacayan, Tapaz, Capiz on March 11, 2012. No one wants to take responsibility however, and until now the butcher battalion is yet to own up to their culpability despite the strength of evidence gathered by fact-finding missions of human rights groups and the independent investigation of the United Nations Children’s Fund (UNICEF), an organization under the United Nations (UN) that ensures the welfare of children. Instead, the heads of the fascist military shamelessly lay the blame for their own crimes on the NPA. Collectively denying the crime are the top brass of the fascist military, the chief of the Tapaz PNP, and the officials of the Commission on Human Rights based in Iloilo City.

Introduction

Since 2005, the National Democratic Front of the Philippines (NDFP) has proposed to the Government of the Philippines (GRP or GPH) truce and alliance based on a general declaration of common intent in response to recurrent demands of the latter for an indefinite and prolonged ceasefire without any clear basis and with the obvious objective of obtaining the pacification and capitulation of the revolutionary forces of the Filipino people represented by the NDFP.

Since early 2011, the NDFP has reiterated to the GPH the offer of truce and alliance and has proposed that this can be worked out on a special track distinct from the regular track of the already agreed substantive agenda of the GPH and NDFP Negotiating Panels, which are required to discuss the end of hostilities and redisposition of forces only after the approval of the comprehensive agreements on social and economic reforms and political and constitutional reforms.

Nakatanggap ng mga ulat ang National Democratic Front-Bicol mula sa ilang kaibigan at alyado na may ilang grupo ng militar sa ilalim ng 9th Infantry Division ng Philippine Army sa rehiyong Bikol ang nangingikil ng pera at iba pang kagamitan sa ilang kandidato sa mga probinsya ng Albay at Camarines Sur kapalit ang pagbibigay sa kanila ng pekeng "permit to campaign".

Nagpapanggap ang mga impostor na ito na kinatawan ng rebolusyonaryong kilusan at iligal na ginagamit ang pangalan ng Romulo Jallores Command ng BHB-Bikol at ng tagapagsalita ng NDF-Bicol na si Ka Greg Bañares upang mangikil ng pera at magbanta sa mga kandidato.

The Cordillera People’s Democratic Front (CPDF) calls for the immediate release of Kennedy Bangibang, an official of the CPDF and a consultant of the National Democratic Front (NDFP) on Cordillera and national minority affairs. Bangibang was illegally arrested while on board a bus at  a PNP checkpoint in  Bangao Proper, Buguias, Benguet along the  Halsema Highway last February 23.

A full-blooded Igorot and a member of the CPDF  since the 1st quarter of 1987, Bangibang has fully grasped the deeply-rooted issues of the national minorities and is thus pivotal in the ongoing peace negotiations between the NDFP and the Government of the Philippines (GPH). His arrest and continued detention does not speak well of the so-called peace overtures of US-Aquino Regime now much heralded in the media.

The whole revolutionary movement in Rizal Province under NDFP-Rizal formally indict three government soldiers belonging to the “butcher” 16th IB-PA for child abuse and gang-raping a 17 year old girl inside their military camp.

Last year 2012, concerned citizens and well meaning individuals in the province of Rizal approached the revolutionary movement in Rizal and the revolutionary People’s Court to file charges of child abuse and gang rape against three  government soldiers. Upon receiving the case, the people’s court created a panel to investigate the case. The investigators found out the following:

Naglunsad ng koordinadong pag-atake ang mga pulang mandirigma ng Bagong Hukbong Bayan sa rehiyong Bikol nitong Marso 10 at 11 upang bigwasan ang inilulunsad na brutal na kampanyang Oplan Bayanihan ng 9th Infantry Division ng Philippine Army (9th IDPA).

Magkakasabay na inatake ng mga pulang mandirigma ng Celso Minguez Command ng BHB-Sorsogon bandang alas-10 ng gabi nitong Marso 10 ang mga detatsment ng berdugong 22nd Infantry Battalion ng Philippine Army-CAFGU at berdugong 31st IBPA sa probinsya ng Sorsogon. Kinabibilangan ito ng mga detatsment ng 22nd IBPA-CAFGU sa Bgy. Casay, sa bayan ng Casiguran; detatsment sa Bgy. Purog, sa bayan ng Bulusan; detatsment sa Bgy. Baligang, sa bayan ng Gubat; detatsment sa Bgy. San Roque, sa bayan ng Bacon; at ang detatsment na nagbabantay ng cellsite ng Globe sa Bgy. Banwang Daan, sa bayan ng Matnog.

The 2nd Pulang Bagani Company-New People's Army ambushed a joint operation of the 84th Infantry Batallion of the Philippine Army, PNP's Special Action Force and paramilitary Cafgus and Lumad vigilante group Blackfighters March 8 at 4:20 pm in Brgy. Carmen, Baguio district, Davao City. Red fighters punished 3 soldiers, wounded eight others and confiscated an M-16 armalite and an m14 assault rifle, a packbag and ammunitions.

In fleeing from the ambush site, other members of the joint AFP-PNP-Cafgu platoon held for several hours the employees of the nearby Puentespina flower garden.
