The Communist Party of the Philippines (CPP) said the Filipino people's armed resistance will not only outlast Benigno Aquino as president of the government of the Republic of the Philippines but is bound to emerge stronger and more widespread by the end of his term as the Aquino regime intensifies its counter-revolutionary war of suppression and carry out more anti-people measures after completely abandoning peace negotiations with the National Democratic Front of the Philippines (NDFP).

"The revolutionary forces would have preferred to engage the ruling reactionary government in peace negotiations to address the roots of the armed conflict and forge agreements to work for a just and lasting peace", pointed out the CPP.

The National Democratic Front-Eastern Visayas condemns the attempted assassination last May 2 of Jose Ardales, the incumbent mayor running for reelection in Victoria, Northern Samar and an opponent of the Daza political dynasty in the province. While the People's Democratic Government is still investigating the issue, it is clear that the victim is staunchly opposed to the Dazas and is currently undergoing political harassment by them. The attempted assassination is also another mark on  the long list of extrajudicial killings and other acts of political violence in the province, which the Dazas are accused of being behind to protect their political and criminal interests.

Translation: The NDFP is open to continuing peace talks

Iresponsable ang asal ng rehimeng Aquino sa paglalabas ng mapandigmang mga pahayag hinggil sa pagkitil sa negosasyong pangkapayapaan sa National Democratic Front of the Philippines. Muli nitong ipinakikita ang kawalang respeto sa umiiral na mga kasunduan sa kapayapaan. Sa harap ng patuloy na mga pahayag ng rehimeng Aquino, sa partkular nina Presidential Spokesperson Edwin Lacierda ng GPH at OPAPP Secretary Teresita Deles, hinggil sa pagkitil sa usapang pangkayapaan sa National Democratic Front of the Philippines, muli kong nililinaw ang pusisyon ng NDFP na hindi nabigyan ang NDFP ng anumang nakasulat na abiso hinggil sa terminasyon ng usapang pangkapayapaan, na siyang nararapat na padalahan ng abiso. Nakasaad ito sa Joint Agreement on Safety and Immunity Guarantees (JASIG) ng 1995.

Wala ring ipinaabot ang GPH na anumang abiso ng pagwawakas nito ng negosasyong pangkapayapaan sa NDFP sa Royal Norwegian Government, ang upisyal na Third Party Facilitator sa negosasyong pangkapayapaan ng GPH-NDFP. Sa isang sulat sa email sa akin noong 2013 Abril 30 ng hapon, ipinahayag ni Ambassador Ture Lundh ng Royal Norwegian Foreign Ministry na: "Nais kong maging malinaw na malinaw na walang upisyal ni di upisyal na pagpapaabot sa akin ang GPH sa anumang terminasyon ng negosasyong pangkapayapaan sa NDFP."

Emendatory note:

Upon advise of the NDFP Negotiating Panel, the CPP clarifies the earlier position expressed in the statement below that the effectivity of the JASIG expires with the termination of formal peace negotiations between the NDFP and the Government of the Republic of the Philippines (GRP).
As pointed out by NDFP Negotiating Panel Chief Luis Jalandoni, the JASIG stipulates that "All immunities acquired by virtue of this Joint Agreement shall remain in full force and effect even after the termination of this Joint Agreement" (II. Immunity Guarantees, Section 1, par. 5).
In subsequent statements, the CPP underscored the need for the Filipino people and their revolutionary forces to continue asserting the validity of the joint agreements forged between by the NDFP and GPH. In particular, they must demand compliance with the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) and the Joint Agreement on Safety and Immunity Guarantees (JASIG) and denounce the GPH and its armed security, police and paramilitary forces for violations of human rights and international humanitarian law, with or without formal peace negotiations.
The CPP has also previously declared its continued adherence to such agreements and proclaimed the intention of the New People's Army (NPA) to continue compliance with the provisions of the JASIG and CARHRIHL.


Until there is formal termination of peace negotiations between the National Democratic Front of the Philippines (NDFP) and the Philippine government (GPH formerly designated as GRP), the Communist Party of the Philippines (CPP) maintains the position that joint agreements forged in over 20 years of negotiations should remain in effect and be respected by both sides.

The CPP identified the joint agreements as the The Hague Joint Declaration of 1990, the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) of 1998, the Joint Agreement on Safety and Immunity Guarantees (JASIG) and other critical agreements "that were forged through difficult negotiations and which serve as hallmarks of the determination of the NDFP and past Philippine governments to work through differences and unite on matters of crucial importance to the Filipino people."

The Aquino regime is acting irresponsibly by issuing bellicose statements about terminating the peace negotiations with the National Democratic Front of the Philippines. It again shows no respect for binding peace agreements. For one, the Joint Agreement on Safety and Immunity Guarantees (JASIG) of 1995 requires that written notice be given by one party to the other in order to terminate the JASIG and the peace negotiations. No written notice of termination of the JASIG and the peace negotiations has been given by the GPH to the NDFP.

The reported statement of GPH Presidential Spokesperson Edwin Lacierda that OPAPP Secretary Teresita Deles has informed the Royal Norwegian Government (RNG) about the GPH's termination of the peace talks with the NDFP is completely untrue. Ambassador Ture Lundh, the Royal Norwegian facilitator states that neither formally nor informally has the RNG been informed by the GPH of such termination.

In view of the continuing statements of the Aquino regime, in particular GPH Presidential Spokesperson Edwin Lacierda and OPAPP Secretary Teresita Deles, about terminating the peace talks with the National Democratic Front of the Philippines, I reiterate the NDFP position that the GPH has not given any written notice of termination of the peace talks to the NDFP, which is the proper addressee of such notice. This is stipulated in the Joint Agreement on Safety and Immunity Guarantees (JASIG) of 1995.

Neither has the Royal Norwegian Government, the official Third Party Facilitator of the GPH-NDFP peace negotiations been informed by the GPH of any termination of peace negotiations with the NDFP. In an email letter to me in the afternoon of 30 April 2013, Ambassador Ture Lundh of the Royal Norwegian Foreign Ministry stated: “Let me be absolutely clear in stating that the GPH has neither officially nor unofficially informed me of any termination of peace negotiations with the NDFP.”

The NDFP is open to continuing peace talks with the GPH on the basis of signed bilateral agreement. This and other aspects of the NDFP position on the matter of peace negotiations with the GPH are contained in the NDFP Statement dated 1 May 2013.

Matagumpay na inilunsad ng Jennifer ‘Maria’ Cariño Command ng NPA-Benguet ang hakbang pagpaparusa sa Lepanto Consolidated Mining Co. noong April 25, 2013 sa pamamagitan ng pagsunog ng drilling machine nito sa barangay Colalo, Mankayan, Benguet. Ang naturang drilling operation sa lugar ay para sa planong itayo ang Tailings Dam 5B ng kumpanya na magsisilbi sa pagpapalawak ng saklaw ng mining operation ng kumpanya sa Mankayan at bahagi ng Tadian, Mt. Province. Ang pagtatayo ng Tailings Dam 5B ay nangangahulugan ng pag-agaw muli ng Lepanto ng ilampung ektaryang lupain ng mamamayan ng mga barangay ng Colalo at Bedbed sa Mankayan. Reacting to the NPA’s recent successive tactical offensives in Northern Mindanao, Malacañang fired off a string of remarks that ranged from “Make our day!” to “Are you challenging us?” to “Crush all NPA checkpoints!”. Benigno Aquino III even exclaimed “Managot ang dapat managot!” during his recent stint in Misamis Oriental and Cagayan de Oro City.

With these remarks, Malacañang ordered to redeploy an entire Marine battalion from Luzon to Northern Mindanao (3 Marine coys in Gingoog City and 2 in Butuan City), which was carried out immediately following the regrettable incident that wounded Gingoog City Mayor Ruth Guingona and killed two of her aides.

CPP denounces AFP's claims of NPA election extortion

The Communist Party of the Philippines (CPP) today denounced the Armed Forces of the Philippines (AFP) for its "perverted propaganda" that the New People's Army (NPA) is extorting money from election candidates asserting that "there is no such policy as requiring payments for the privilege to campaign within the areas of jurisdiction of the people's democratic government."

The other day, Major General Jose Mabanta, commander of the 3rd Infantry Division operating in the Negros and Panay islands, asserted that "half of all political contenders" in his area are "buying protection from the NPA."
