The Filipino people were angered no end when Benigno Aquino III claimed last week that he was surprised at the rising unemployment and poverty in the country.

He feigned innocence before the people when he made a show of demanding that his cabinet officials explain to him why his much-vaunted economic growth has not led to more jobs and better lives for ordinary Filipinos.

Even more execrable was the response given by Aquino officials who said that the unemployment problem was due to recent natural calamities. In fact, Philippine unemployment rates have long been rising to unprecedented levels on a yearly basis. At the same time, hunger and poverty have been stalking Filipinos more and more.

Successive tactical offensives launched by the Guerilla Front 51 Operations Command under the Mt. Apo Subregional Command-New People’s Army in Digos and Makilala towns this month were meant to stymie the abusive military operations of the notorious 39th Infantry Battalion-10th ID-AFP.

On Feb. 18 at 3:30 am, NPA explosives killed scores of 39th IB soldiers at the military detachment in Jansig, Barangay Old Bulatukan, Makilala. Earlier, on February 10 at 2:30pm, the NPA ambushed the Scout platoon of the 39th IB in sitio lutangan, Brgy. Goma, Digos City.

Dear Fellow Activists,

Thank you for requesting me to address a message to your forum concerning the Kabataang Makabayan.  I am happy, as I presume,  that you are already in the process of preparing  for the celebration of the 50th anniversary of this glorious youth organization, which has played such a great role in Philippine history up to now.

It is appropriate that you recall the KM in connection with the current celebration of the First Quarter Storm of 1970 and the Diliman Commune of 1971.  In these events, the KM and other youth organizations brought to an unprecedented high point the patriotic and progressive youth movement that had developed in the entire 1960s.

Kakilala at P/Supt.

CPP demands release of JASIG-protected NDFP peace consultant in Bicol

(with translation in Pilipino)

The Communist Party of the Philippines (CPP) denounced the successive arrests of NDFP Bicol Region peace consultant George Villacorta Geluz and a member of the NDFP-Bicol peace staff Silvestre Layones. Geluz was arrested in Gumaca, Quezon at around 11 pm of February 8, while Layones was accosted in the early morning hours later outside Naga City.

"The arrest of another NDFP peace consultant and a member of the NDFP peace staff comprise further blows by the Aquino regime on peace negotiations with the NDFP and exemplify its gross contempt of efforts in resolving the roots of the raging civil war," said the CPP.

The CPP asserted that the arrests of Geluz and Layones are in direct violation of the Joint Agreement on Safety and Immunity Guarantees (JASIG) which secures personages involved in peace negotiations against surveillance, arrest, incarceration, prosecution and other punitive acts. The JASIG was signed both by the NDFP and the GPH in 1995 in order to create conditions favorable for peace talks.

NPA-Abra mounts series of attacks vs 41st IB

Ka Diego Wadagan
Spokesperson, Agustin Begnalen Command (NPA-Abra)
February 17, 2014

Delayed field reports from the Procopio Tauro Front (PTF-NPA) confirmed that Red Guerillas torched the Company Command Post of the Bravo Company, 41st Infantry Batallion, in Mataragan, Malibcong, Abra.  The incident took place on on the night of February 8, 2014.  Fifteen (15) camp structures were burned to the ground.  Troops of the Bravo Coy are now stationed in Poblacion Malibcong and in Sitio Aguibo, along the Abra-Kalinga road.  The NPA guerillas torched the said military camp after the people of Mataragan protested against the incessant violations of the Bravo Company, 41st IB.

Another attack was launched by the Procopio Tauro Front against troops of the Alpha Company, 41st IB at 9:15pm on February 16, 2014.  The NPA unit monitored the movements of the AFP soldiers and launched a hasty ambush.  Two (2) soldiers were killed, while five (5) others were wounded.  The first volley of fire was unleashed by the NPA guerillas just two (2) meters away from the walking soldiers, instantly killing the 1st two (2) soldiers.  The ambush was undertaken at sitio Lenneng, Baay-Licuan, Abra.

41st IB Bravo Coy, expelled by the people of Mataragan

Red salute to the victorious protest actions of the people in Mataragan, Malibcong, Abra against the Bravo Coy, 41st IB, AFP.  The people expelled the military unit after finding the soldiers guilty of human rights violations, and disregard of laws pertaining to military encampment in civilian areas, particularly those of indigenous peoples. Complimentary to the peoples’ protests were attacks launched by the NPA , such as the September 29, 2014 sniping operations and the burning of the said detachment on the night of February 8, 2014.

The incessant presence of the detachment of the Bravo in Mataragan has long been a problem of the people.  According to laws and conventions, military camps should be located more than 500 meters away from civilian areas, to secure the people from possible crossfire; however, the said detachment is just a stone’s throw away from houses.  Moreover, the soldiers’ flagrant disregard of the rights of women are rampant, making local women subject of lust and oppression.  Farm animals, poultry and fruits and vegetables are robbed by the soldiers, and people are forced to serve as guides during military operations.  The women, fed up with exploitation and oppression from the soldiers of the Bravo Coy spearheaded protests, that were later supported by the entire community, including the Barangay Council.

Amid looming hunger and GRP neglect, CPP carrying out rehabilitation efforts in Yolanda areas

Communist Party of the Philippines
February 18, 2014

The Communist Party of the Philippines (CPP) today said all units of the New People's Army (NPA) and revolutionary mass organizations in the areas most devastated by supertyphoon Yolanda last November 8, 2013 are undertaking all-out efforts at rehabilitation amid looming hunger and grave neglect by the Aquino government.

"More than 100 days since the Yolanda devastation, the Aquino regime has all but completely abandoned the small peasants, poor fisherfolk, urban poor and ordinary income earners after having declared the end of relief efforts, satisfied at having distributed small grocery bags of emergency food supplies and cramping people in tents and subpar bunkhouses," said the CPP.

CPP denounces Aquino plan to privatize all 72 public hospitals

The Communist Party of the Philippines (CPP) denounced the Aquino regime for going full-throttle in its effort to privatize public hospitals under the regime's so-called Public-Private Partnership (PPP) program.

The CPP issued this statement a day after Aquino's health secretary Enrique Ona declared that all 72 public hospitals can be subjected to privatization and defended the signing of contracts for the P5.69 billion privatization of the Philippine Orthopedic Center to Megawide Construction Corp.-World Citi Inc. consortium.

Mounting anger in Eastern Visayas over government fumbling 100 days after Yolanda

People Surge
February 15, 2014

The Aquino government is facing the mounting anger of the people in Eastern Visayas over its failure to lift them from their misery, said People Surge, an alliance of survivors of Typhoon Yolanda (Haiyan). “The people need more than relief operations that of course will not last forever,” said Sr. Edita Eslopor, spokesperson of People Surge. “But because they still live in uncertainty a hundred days after the storm, the Aquino government only reinforces their fears for the future. The people are suffering, and they are seething because the government  cannot assure the most basic needs such as food, livelihood, housing and social services.”

Sr. Eslopor explained that the most glaring fact about the post-Yolanda reconstruction program is that the people are not at the center of the program. “There is no still no clear plan for recovery and reconstruction, which is estimated to cost 360.9 billion pesos, according to the blueprint Recovery Assistance for Yolanda by the National Economic and Development Authority. Is it because such a huge amount of money is stirring a frenzy of horse-trading between the government and the big foreign and local businesses it seeks to partner with? The design is geared towards public-private partnerships, meaning the total needs for reconstruction will be shouldered by the private sector."
