Promotion of brutal 4th ID commander, furtherance of Palparan culture

The promotion of 4th Infantry Division commander Major General Ricardo Visaya to the Southern Luzon Command in September 10, 2014 is a furtherance of the Palparan culture in the Armed Forces of the Philippines. The only basis for his promotion is his bloody record of human rights violations and massive corruption amidst the AFP’s failure to curtail the growing strength of the revolutionary movement in the region.

If Maj. Gen Visaya has had any success during almost a year and a half as 4th ID commander, it is in fattening his purse through corruption, particularly from the funds for the four batches of fake surrender ceremonies. Here he has starkly exposed to the public the systematic plunder of military officers and their exploitation of the poverty of the more than 200 civilians they used in the program.

The police and armed forces issued a false statement in saying that Victoriano Dimco, whom they captured in September 5, 2014 in Brgy. Puerto, Cagayan de Oro City, is an active member of the New People's Army in North Central Mindanao. This is merely a desperate move on the part of the Aquino regime to save face amidst offensive actions of the NPA in the region.

Victoriano Dimco, aka "Ka Berting" is a former NPA member. After almost a decade of service in the revolutionary movement as a Red fighter, he quit in 2007. In fact, he surrendered to the government so he can work and provide for his poor family as an ordinary civilian. Since then he has had no further connection with the revolutionary movement in the region whatsoever. It is not true that he was sent to do intelligence operations while working as a construction worker in Cagayan de Oro where he was arrested.

The revolutionary armed struggle is thoroughly advancing nationwide. In this issue, Ang Bayan features reports of victory by the New People's Army (NPA) in advancing armed revolution in the Visayan regions, particularly in Eastern Visayas, Panay and Negros islands.

These regions are among the priority targets of the massive counterrevolutionary campaign of suppression Oplan Bayanihan of the Armed Forces of the Philippines (AFP) under the US-Aquino regime. But after four years, military officers have nothing to show for their efforts except empty declarations that "the enemy has been defeated" and that "peace has been attained."

These regions are likewise among the most impoverished nationwide due to widespread land monopoly and the most brutal forms of feudal exploitation. They are ruled over by big landlords, including those who control vast ricefields in Samar, coconut lands in Leyte and thousands of hectares of sugar cane plantations in Panay and Negros.

NPA to release 2 Bukidnon POWs; SOMO-SOPO demanded

The New People’s Army in North Central Mindanao Region expresses its willingness to release the two prisoners of war (POWs) in Bukidnon as soon as possible, in accordance to a directive from the National Democratic Front of the Philippines. The two will no longer be subjected to the normal process of investigation and the revolutionary judicial process as a gesture of goodwill and sincerity from the revolutionary movement in its hope for the resumption of peace talks between NDFP and the government of the Philippines (GPH), and due to humanitarian considerations for the POWs and their families.

In order to facilitate the safe release of Pfc. Marnel Tagalugon Cinches and Pfc. Jerrel Hapay Yorong, and to ensure the security of all who will participate in and witness the release, we call upon the military and police to implement a 10-day Suspension of Offensive Military Operations (SOMO) and Suspension of Offensive Police Operations (SOPO) starting 12:00 MN of 10 September 2014 to 12:00 MN of 20 September 2014. The scope will include the following municipalities and cities: San Fernando, Cabanglasan, Malaybalay City, Impasug-ong, Manolo Fortich and Malitbog in Bukidnon; and Claveria, Balingasag and Gingoog City in Misamis Oriental. The NPA will immediately declare its own suspension of offensive operations with the same duration and scope as soon as the GPH declares its SOMO and SOPO.

NPA launches successful 10 offensives in North Central Mindanao

Since August 21, 2014, the New People’s Army in North Central Mindanao Region has launched 10 offensive actions where two were captured, one was killed while four were wounded among the reactionary troops. The Red fighters seized eight assorted firearms and punished a notorious criminal.

In the night of August 21, an NPA sniping team harassed the 8th IB-CAA command post in St. Peter, Malaybalay City. One soldier was killed in the incident whereas the NPA operating unit suffered no casualty.
