The reactionary system is coddling Gen. Jovito Palparan

It has been close to two months since a warrant was issued by the Malolos Regional Trial Court for General Palparan's arrest for the abduction and illegal detention of UP students Karen Empeño and Sherlyn Cadapan. To this day, the fascist butcher remains at large. Everyday that the indicted fascist criminal Gen. Jovito Palparan continues to enjoy freedom, the more the anguish suffered by the victims of his years of fascist rampage. The longer the Aquino regime fails to bring him to justice, the more the Filipino people's anger builds up.

In failing to put General Palparan behind bars, the Aquino regime is making a mockery of its own justice system. The longer General Palparan evades arrest, the more credulous are reports that he is being coddled by high-ranking military and police officers and supported by big bourgeois compradors who have benefited from his brutal suppression of the people's democratic struggles.

General Palparan has long been indicted for war crimes and gross violationVs of human rights in Mindoro, Eastern Visayas and Central Luzon. These include the extrajudicial killings and abductions of scores of peasants and workers, hundreds of cases of illegal detention and torture and the imposition of martial law policies in rural communities in violation of democratic rights. Such brutal methods of suppression were employed by General Palparan to instill fear into the people and make them bow to the reign of terror.

He was the epitome of the Arroyo regime's brutal rule and served as the model of the AFP's Oplan Bantay Laya. He is an anti-democratic and anti-patriotic zealot who considered anyone who stood up and raised his fist against oppression and exploitation a "threat to national security."

Such dogma upheld by Palparan was reflected officially in the AFP's "Know the Enemy" document and lectures which was used by its officials and men as their guide in directing their effort and aiming their weapons against the unarmed people who fought for land reform and peasant rights, wage increases and better working conditions and stood up against destructive mining operations and other policies and programs which harmed their rights and interests.

Such fascist dogma was never repudiated by Aquino nor by the AFP. The AFP has never officially repudiated Palparan nor his methods of brutal suppression. Aquino's "peace and development" and "human rights" are empty rhetoric that simply camouflage the continuing war of suppression directed against the people and their democratic and patriotic movement.

As such, General Palparan is being coddled in more ways than one under the Aquino regime. For his valuable service to the reactionary system, he is being afforded all possible accomodation, both legitimite and otherwise.

Thus, the people's quest for justice and to make General Palparan pay for all his crimes can never be fully attained under the reactionary system. General Palparan will simply join all the reactionary criminals of the past--from Marcos to Arroyo--who in the end enjoyed the fruits of their service to the imperialists and the local exploiting classes.

It is just and necessary for the thousands of victims of General Palparan's brutal methods to step forward and demand that he be punished under the laws of the reactionary system. They should put to task the reactionary system and its current caretaker, the Aquino regime, for violating its own laws as well as international covenants of human rights and humanitarian law in having failed to put to justice General Palparan and other officials responsible for fascist crimes.

At the same time, the people's democratic government reserves the right to exercise its political authority and state powers and subject Gen. Jovito Palparan to the revolutionary justice system. As a representative of the democratic interests of the Filipino people, the people's democratic government is capable and determined to attain justice for all the victims of war crimes and gross violations of human rights committed by General Palparan and his ilk.

It is a matter of obligation to the Filipino people and state responsibility that the people's democratic government undertake the necessary measures to put General Palparan under its duly authorized judicial organs. As such, the central organs of the CPP are authorizing all units of the New People's Army, including the people's militias, to take General Palparan into custody or do battle with him should he put up violent resistance. Once in custody, General Palparan should be brought to the central authorities tasked to convene a people's court to try him for his crimes and render the appropriate verdict.

The Filipino people demand justice for all the crimes of General Palparan. The people's democratic government will make sure that their clamor will not go unheeded.

Armed revolution and the people will frustrate the intensification of militarization in Negros

The Apolinario “Boy” Gatmaitan Command (AGC) salutes the unit of the NPA under the Roselyn “Ka Jean” Pelle Command (North Negros) for a successful military action against the 62nd IB PA where 2 elements of the AFP were killed in action and many others wounded base on initial reports. The encounter took place in Hacienda Lope, Barangay Andres Bonifacio in Cadiz City last January 31, 2012. The said tactical offensive frustrated the AFP’s plan for a coordinated campaign against the NPA in the said area that has been declared by the military as insurgency-free lately.

The AGC also recognizes the bravery and daringness of the members of a yunit under the Armando Sumayang Command (Southwest Front) that fought much superior columns of composite forces of the 47th IB PA that assaulted a temporary NPA encampment in Sitio Akol, Brgy Manlocahoc, Sipalay City last January 28, 2012. Four members of the Scout Rangers (SR) were killed in action based on the reports of the locals who saw the bodies secretly taken away by the military. On the other hand, the people are saddened by the martyrdom of a Red Fighter. The military has now occupy the local market and are conducting illegal searches and interrogation of the barrio folks on the area of the firefight. Sipalay is a target of many foreign mining companies.

The AFP under the 3rd Infantry Division PA is desperate and is launching coordinated offensives for the expansion of mining firms and agri-business projects of the US-Aquino regime that is being secured by the Internal Security Plan OPlan Bayanihan. The asyendero-bolantero-komprador sheep Governor Maranon is fuming mad on the results of the daydream military achievements of Col Oscar Lactao, 303rd Bde CO who keeps on harping that the NPA is “ weak, low morale, hungry, on the run, etc” but keeps on demanding for more military troops and budget.

The livelihood of the peasants and farm workers is deteriorating because of landlessness, poor production, low wages, low prices of produce, forced toll-collection of military detachments along the way, high prices of basic goods and indebtedness. The intensification of militarization in the countrysides is worsened by the abuses of the mercenary RPA-ABB and are teaching the masses to fight back.
It is only through the armed revolution that the demands of the peasants and workers for genuine land reform and nationalist industrialization be realized against the reign of land monopoly, imperialist domination of the local economy and the preservation of a puppet, fascist and anti-people US-Aquino Regime.

Aquino puppetry, US military intervention incites people's patriotism and armed revolution--CPP

The Communist Party of the Philippines (CPP) today lambasted demands by the Philippine government for the New People's Army (NPA) to surrender its weapons, even as it reiterated its calls for the intensification of tactical offensives to punish the Aquino regime's national treachery.

"It is completely moronic for the Aquino regime's chief negotiator Alex Padilla to think that the revolutionary forces will heed his call for them to cease their offensives, lay down their weapons and negotiate for surrender," said the CPP. "Such a proposal by the chief peace negotiator of the Aquino regime betrays the reactionary government's total disregard for the political and socio-economic issues that lie at the roots of the raging civil war in the Philippines."

"In the face of the Aquino regime's national treachery and total submission to US imperialism and allowing the US government to use the Philippines as one big American base in its its aim of asserting economic, political and military hegemony in the Asia-Pacific region, the Filipino people have no other recourse but to wage armed revolution and mass struggles in order to uphold national freedom and fight for sovereignty," said the CPP.

In an earlier statement, the CPP called on the NPA to "launch bigger and more frequent tactical offensives to punish the Aquino regime for its national treachery and out and out puppetry to the US imperialists." It condemned the Aquino regime for acting as a pawn in the US imperialist drive to provoke tension in the South China Sea and justify the deployment of more American warships for power-projection operations in the region."

Security and defense officials of the US had met with representatives of the Aquino government in Washington on January 26-28 in the so-called Strategic Defense Dialogue. During the meeting, the Aquino regime agreed to allow more and more American naval warships to dock in the Philippines, participate in more "joint military exercises" particularly in the South China Sea region, allow the US to fly more drone surveillance aircraft in Philipine airspace, continue the permanent presence of the 600-strong US Joint Special Operations Task Force based in Zamboanga City and allow more US soldiers to operate within the scope of the AFP's Western Command in Palawan.

Such increased US military operations in the Philippines are being carried out within the framework of the Mutual Defense Treaty and the Visiting Forces Agreement. The US also seeks to increase its military aid to the AFP to enable it to upgrade its arsenal, particularly naval military equipment, to serve more effectively US needs to project power and patrol the South China Sea.

The US military is also active in the AFP's war to suppress the people's revolutionary resistance and advises the Philippine military in line with the Counter-insurgency Guide issued in 2009 by the US Department of Defense.

Nearly a Year After: GPH Continues to Renege on Its Obligations under the JASIG; Now, Harasses NDFP JASIG-Protected Persons

Nearly a year after resumption of formal talks last February 2011, the Government of the Philippines (GPH, formerly GRP) continues to renege on its obligations under the Joint Agreement on Safety and Immunity Guarantees (JASIG). It now harasses some of the 17 JASIG-protected persons of the National Democratic Front of the Philippines (NDFP).

Last 25 January 2012, Ramon Patriarca, an NDFP-JASIG protected person, was transferred without notice to him and his counsel from regular police custody to military custody in Camp Lapu-Lapu, the base of the Visayas Central Command (CENCOM) of the Armed Forces of the Philippines (AFP).

After attending a court hearing, Patriarca was not returned to the Danao City jail but was suddenly brought to an incommunicado facility in Camp Lapu-Lapu. The reasons given for his transfer were his reported incitement of his fellow inmates to rebellion and an alleged intelligence information of a possible rescue attempt by the New People’s Army (NPA).

It should be recalled that Patriarca was arrested by elements of the 78th Battalion of the Philippine Army (PA) based in Camp Lapu-Lapu on 5 February 2009. There, he was held incommunicado for days and subjected to various forms of torture. He was transferred to a regular facility only after vigorous protests by him, his family, supporters and lawyers. His transfer to military custody is a retaliatory measure to silence him while under detention.

In protest of his surreptitious transfer, Patriarca has gone on hunger strike. He is reported to be guarded by a 12 man SWAT team in the incommunicado facility.

Patriarca is the second victim of harassment of NDFP-JASIG protected persons by the Government of the Philippines (GPH). Alan Jazmines, another NDFP Consultant and member of the NDFP Reciprocal Working Committee on Social and Economic Reforms (RWC-SER), has repeatedly been threatened with forcible transfer from Camp Crame to Camp Bagong Diwa.

The NDFP stands firmly on its demand for the expeditious release of most, if not all, of the 17 JASIG-protected persons, including Patriarca and Jazmines. It strongly condemns the GPH efforts to subject said JASIG-protected persons to harassment for its vindictive ends. #

Punish the Aquino regime for its national treachery and all-out puppetry

The Communist Party of the Philippines (CPP) call on the Filipino people to heighten their resistance to US military interventionism and the allout puppetry of the Aquino regime. They must oppose the treachery of the Aquino regime in allowing US armed troops to carry out military operations in the Philippines and providing them unhampered access to Philippine facilities.

The CPP and the Philippine revolutionary forces condemn the January 26-28 Strategic Defense Dialogue (SSD) held in Washington between American security and defense officials and their Philippine stooges in the Aquino government. Summoned by their American masters, Philippine puppet officials are receiving instructions concerning the role to be played by the Armed Forces of the Philippines (AFP) and the Aquino regime within the context of the priorities of US "global military strategy" set forth in the document "Sustaining US Global Leadership" released by the US Department of Defense just a few weeks ago.

Seeking to maintain "global leadership," the US aims to "rebalance toward the Asia-Pacific," underscoring the importance it gives to increasing its military presence and power projection in the region. The strategic aim is to put economic and military pressure on China, contain its growth, prevent the Asia-Pacific from becoming an exclusive dominion of China and increase US economic, political, diplomatic and military investments in the region.

The prolonged and deepening economic depression in the US is compelling it to engage in greater economic, political and military interventionism in the Asia-Pacific. At the same time, it continues to wage wars to seize control of the principal sources of oil from the Middle East to Africa and Latin America. It engages in heightened trade and economic pressures to push countries to break down national barriers to allow the dumping of American commodities and entry of American capital. It is strategically deploying its military forces to ensure unhampered access to key international trade routes.

The US imperialists specifically aim to widen political and economic investments in the Asia-Pacific region. The key towards achieving these objectives is to intensify its military presence and operations in the region. Even as the Obama government declared that it seeks to reduce US military expenditures and the size of its military machine in the next ten years or so, it has also made clear that its military presence in the region will not wane. The US maintains and seeks to strengthen its military bases in Japan and South Korea. Just recently, it forged an agreement to set up another base in the northernmost region of Australia.

The US imperialist government seeks to take advantage of its dominance of the Philippines in order to use the latter as a pawn to achieve Asia-Pacific hegemony, particularly in its objective of containing China. It aims to use the Philippines as a base for its large warships under the 7th fleet of the US Pacific Command (based in Okinawa) in order to have these forward-deployed near the South China Sea. It wants the Philippines to allow American warships to make more frequent port calls in order to refuel and resupply, offload and provide rest and recreating facilities for American servicemen. It wishes to engage in one joint military exercise after another with the Philippine armed forces in order to align the priorities of the Philippine military with those of the US. It plans to use the Philippines as a base for its surveillance drones.

American imperialist officials are being deceptively shrewd in claiming that they do not seek to establish military bases in the country. The fact is, for the past 15 years or so, the Philippines has already been transformed into one big American military base.

They are lying when they claim not to be seeking permanent stationing of American military forces in the country. For more than 10 years now, a 600-strong contingent of American soldiers belonging to the Joint Special Operations Task Force-Philippines has been stationed inside its permanent exclusive area within Camp Navarro in Zamboanga City. These American troops have long been engaged in surveillance operations (using both satellites and unmanned drones), civil-military activities for American public relations operations, combat and logistical support for counter-guerrilla military operations.

US military intervention and domination of the Philippines have intensified under the Aquino regime. Benigno Aquino III is proving himself a most servile toady of the US imperialists. On two separate occasions in the past year and a half, he has even allowed himself to be flown by the American government to its military warships in international waters in complete disregard of protocol and diplomatic niceties. Under the Aquino regime, more and more American warships have docked in Manila, Subic and other ports.

Aquino has played well his role in the US-designed anti-China media offensive in the effort to portray China as a bully, making pretentious claims of defending national territory against China even as it allows the US to lord over the Philippines. In accordance with US plans, the Aquino regime has "acquired" a couple of second-hand naval warships from the US, which in reality serve longstanding US plans to mobilize the local armed forces to help secure for the US the South China Sea trade routes.

For the past several months, more and more American military troops have been allowed access to the headquarters of the AFP's Western Command, even as they prepare to launch the Balikatan exercises this year in the waters off the island's western coast. Not a whimper of opposition has been heard from the Aquino regime over the permanent stationing of the JSOTF-P in Zamboanga and the participation of American troops in local surveillance and counter-guerrilla operations.

The Aquino regime has made no pretensions at defending Philippine national sovereignty against US military intervention and domination. The Aquino regime has failed to assert an independent foreign policy. It has equated Philippine national interest with the ultra-national interest of the US to assert global hegemony. Under US direction, the Aquino regime is aligning itself against the enemies of the US, denying the Filipino people the right and initiative to forge alliances and friendships on the basis of mutual interest and benefit. In line with US dictates, the Philippines is making an enemy of China whose growth as a secondary capitalist country is seen as a threat by the US.

Also in line with US policy impositions, the Aquino regime perpetuates the failed neoliberal economic policies of the past 30 years. It continues to allow foreign big capitalists to dominate the local economy, press down on workers wages, align state resources to provide infrastructure and guarantee profits for foreign investments, provide it with tax holidays and other incentives. Big landlords and foreign big plantations continue monopoly ownership of land and carry out landgrabbing.

The toiling masses of workers and peasants, unemployed, small income-earners and ordinary people continue to bear the increasingly burdensome effects of liberalization, deregulation, privatization and denationalization and the Aquino regime's failure to carry out land reform and national industrialization. Plans are also afoot to complete the economic recolonization of the Philippines by excising provisions of the 1987 Philippine constitution which promote and protect the national patrimony.

To secure national independence and a progressive and democratic future, the Filipino people are faced with the urgent task of heightening their struggle against US military interventionism and domination, imperialist economic hegemonism and against the puppetry and allout treachery of the Aquino regime.

They must reiterate the demand to put an end to the unequal agreements with US imperialism such as the Mutual Defense Treaty (MDT) and the Visiting Force Agreement. They must oppose the schemes of the Obama and Aquino regimes to use the Philippines as a platform for US provocations against China as well as military buildup and maneuvers in the scheme to contain China. They must oppose the scheduled "joint military exercises" which are aimed at US power-projection and building military presence in the South China Sea.

The CPP calls on the New People's Army (NPA) to further intensify the people's war and further heighten tactical offensives against the Armed Forces of the Philippines and other state armed groups which are armed by US imperialism and serve to secure US and foreign big capitalist interests in the Philippines. The NPA must launch bigger and more frequent tactical offensives to punish the Aquino regime for its national treachery and out and out puppetry to the US imperialists.

The CPP also calls on all revolutionary forces to exert all efforts to reach out to the people in their millions in order to rouse their patriotism and sense of national dignity and mobilize them to rise up and raise their collective demand for national liberation.

Doble nga pagdaku sang Partido, NPA kag mga rebolusyonaryong organisas-yong masa kag ang dugang nga rekisitos sini sa edukasyon, sandigan nga paghanas, pagdebelopar sang mga kadre kag lider nga magapamuno sa igatukod nga mga bag-o nga mga organo, mga yunit kag mga organisasyon. Anihon nga magbuylog sa rebolusyon ang mga aktibista nga namuklat kag napanday sa malapnagon nga kahublagan masa, labi na ang mga estudyante kag pamatan-on. Buyukon sila nga libu-libu nga magbulig sa rebolus-yonaryong hublag sa kaumhan bilang mga organisador sang masa ukon mga Pulang hangaway sang NPA.

3. Ang mas dalagku, mas madamo kag malap-nagon nga mga kampanyang masa sa kasyudaran kag kaumhan. Nagapanguna sa mga kampanya sa kaumhan ang pagpauswag sa produksyon, pagdepensa sa duta kontra sa militar kag sa mga minahan, kag pagbungkag sang mga abandonadong lupa sang mga dalagku nga agalon mayduta. Sa kasyudaran, mas militante pa gid nga ibuyagyag ang rehimeng US-Aquino, idenunsyar ang mga kontra-pumuluyo nga pulisiya kag magdemanda para sa kaayuhan sang masa.

Nagapanawagan ang Partido Komunista sa rehiyon Panay sa mga pumuluyong Panayanon nga kadungan sang pagsaulog sang aton mga kadalagan, mas hugton naton ang paghiliusa kag mas malaparan kag mapagsik nga batuan ang mapiguson nga rehimeng US-Aquino sining maabot nga tuig. Dalawang mapangahas na hagis Granada sa kampo at detachment ng 732nd Combat Squadron ng PAF ang isinunod na atake ng BHB Batangas sa ilalim ng Eduardo Dagli Command . Isinagawa ang unang hagis ng 2 Granada sa kampo ng 732nd Combat Squadron na matatagpuan sa Brgy Biga, ng Calatagan noong ika-25 ng Enero mga bandang ika-9 ng gabi na nagtamo ng pakasira ng isang kubo at nagkaroon ng ilang sugatan sa hanay ng PAF. Sinundan ito noong sunod na gabi nang hagisan ng 2 granada ang detachment ng 732nd sa Brgy. Matabungkay, Lian noong ika-26 ng Enero 2012.

Isinusuka ang mga pasistang PAF na ito ng mga mamamayan ng Calatagan dahil instrumento sila ng pananakot at pandarahas ng dalawang malaking PML at Burgesya Kumprador na sina Zobel at Danding Cojuangco. Ang pamilya Zobel ang halos nagmamay-ari ng buong Calatagan at maging ang 2,000 libong ektarya ng lupa sa baybayin dagat ng Calaagan ay nailusot nilang napatituluhan. Nakibaka ang mamamayan dito at nagkaso sa korte na umabot hangang Korte Suprema. Ang desisyon ng Korte Suprema noong panahon ng punong mahistrado na si Teehankee ay pabor sa mga mamamayan. Pero naibenta pa rin ni Zobel ang mga lupa na kanyang lubos na pinagkitaan. Hanggang sa kasalukuyan nakikibaka pa rin ang mamamayan dito sa kanilang pondohan, tirikan at sakahan sa baybay dagat. Samantalang nakaamba naman ang pagtatayo ng pabrika ng semento mula sa mina ng _limestone_ kung saan mayaman ang bundok ng Calatagan na siyang pinag-iinteresan ni Danding Cojuangco sa ilalim ng kanyang kumpanya na Asturias Mining. Magsisimula ito sa Brgy. Baha at Talibayog at sasaklaw pa ng 6 pang barangay na karatig nito. Nilalabanan ito ng mga mamamayan dito dahil sa lilikhain polusyon, pagkakalbo ng kanilang bundok na magdudulot ng pagbaha na pwedeng ikawasak ng kanilang tahanan sa panahon malakas na pag-ulan. Hindi papayag ang mga ganid na mga PML at burgesya kumprador na ito na lumakas ang rebolusyonaryong kilusan na ipupundar ng Bagong Hukbong Bayan na alam nilang makakapigil sa kanilang makitid at makauring interes. Malinaw ang papel ng pagtatayo ng kampo ng PAF dito na paatrasin ang paglaban ng mamamayan at anumang oras ay handang mamasista para paglingkuran ang kanilang amo na si Pnoy na kauri sina Zobel at Cojuangco.

Ang ikalawang hagis-granada naman ay isinagawa sa isang laking iskwad ng 732nd na nakadestino sa Brgy. Matabungkay, Lian noong ika-26 ng enero 2012 mga bandang ika-11 ng gabi. Dito nakapinsala ng kanilng detachment na nagtamo ng isang patay at ilang sugatan. Ang reklamo naman ng mga mamamayan dito ay nangongotong sa mga resort at mga mangingisda dito. Isa pa ay madalas na pagpapaputok na ikinatatakot ng mga residente at resort owner dito.

Sa dalawang magkasunod na hagis-granadang ito ay malihim na naisagawa at nakaatras ang maliit na tim ng ligtas dahil sa mahusay sa pagtulong ng mamamayan ng Calatagan at Lian na namulat ang malinaw na mga PAF na ito ay kaaway at mga sunud-sunurang pasista ng uring PML at burgesya kumprador. Ikinatuwa ito ng mga mamamamayan at lalong nagbigay ng inspirasyon sa kanila para pahigpitin at palakasin pa ang militanteng pagban para sa kabuhayan, tirikan, pondohan at sakahan.

Download PDF The Filipino people gravely abhor their continuously deteriorating economic conditions under the US-Aquino regime. After a year and a half in power, Benigno Aquino III has clearly demonstrated that his regime is no different from the Arroyo regime and all other past regimes in terms of economic policy and its inability to address the people’s poverty and hunger.

The problems of unemployment, low wages and rising costs of petroleum products, food and other basic commodities and services go on unabated. Landlessness, lack of housing for the urban poor and epidemics run rampant even as education and health services continue to deteriorate. Massive environmental destruction has moreover aggravated the people’s economic hardship.

Social inequality has become increasingly stark, with the masses of workers, peasants, farm workers, minority peoples, ordinary employees, small professionals, students and other sectors living lives of growing wretchedness and big foreign capitalists and their big comprador capitalist, landlord and bureaucrat capitalist cohorts living ever more profligately by intensifying their exploitation and oppression of the toiling masses, plundering the nation’s natural resources and wielding reactionary state power to favor and protect their businesses and properties.

The Aquino regime would have the people believe that it is taking the righteous road in contrast to the rampant corruption of the previous regime. In fact, not only are bureaucrat capitalism and corruption widespread under the Aquino regime. It has also perpetrated the trade and investment liberalization policies as well as deregulation, privatization and denationalization—the very same ones enforced by Arroyo during her time.

Laws on deregulation remain in effect and continue to be used by big foreign capitalists and their cohorts to raise the prices of oil, water, power, train fares, toll fees and medical and educational services with impunity. Deregulation also continues to serve as the framework for justifying state budgetary reductions in social services and giving free rein to the private sector of big capitalists and compradors to commercialize schools, hospitals and roads, among others.

Trade and investment liberalization policies that have provided the context for laws such as the Mining Act of 1995, the Foreign Investments Incentives Act, the Omnibus Investments Code and provisions of the General Agreement on Tariffs and Trade (GATT) continue to cause great destruction to the local forces of productiom, especially the masses of Filipino workers. To attract foreign investments, wages have been frozen to provide cheap labor. Casualization, contractualization and other flexible labor systems continue without letup.

The Aquino regime continues to favor foreign big capitalists by granting them tax holidays and easing restrictions on profit and capital remittances and repatriation. It protects the operations of foreign big mining companies and allows the latter to plunder the country’s mineral wealth, ostensibly to generate employment. The mining companies’ less than 1% contribution to employment generation comes at the cost of depleted natural resources and irreversible environmental damage.

The liberalization of the agricultural sector has for decades been invoked by big capitalist countries to dump their agricultural products in the Philippines to the detriment of local agricultural production. The liberalization of this sector has allowed the entry of foreign big agro-corporations that have been propagating seeds, pesticides and other products that have eroded self-reliant production and tied local production to expensive foreign capital goods. Foreign big multinational corporations continue to seize vast tracts of land. Big landlords, merchants and foreign big capitalists have intensified their exploitation and oppression of peasants and farm workers.

Aquino has allocated a huge portion of the government budget to serve the interests of foreign big capitalists through the Public-Private Partnership Program (PPP). Through the PPP, major infrastructure projects are ceded to foreign big capitalists and their local business partners. The projects are funded by government money and state-guaranteed loans contracted from foreign banks. As in the case of the Light Rail Transit, the South Luzon Expressway and similar projects, the private sector of big capitalists is eventually given full control to amass profits.

The Aquino regime’s economic policies are all geared towards the perpetuation of the current semicolonial and semifeudal system. These policies intensify the exploitation and oppression of the toiling masses and the Filipino people. They condemn the entire country to crisis. They stunt local industries and prevent the emergence of an independent and self-reliant economy. They perpetuate monopoly control over land. They destroy local production and generate problems of mass unemployment. Instead, the regime contents itself with exporting labor to other countries and concocting short-term showcase programs that generate temporary employment.

The poverty and oppression of the Filipino people are bound to worsen in the face of plans by the Aquino regime to further open the Philippine economy to comply with US imperialist dictates.

The crisis is pushing the Filipino people towards the path of mass struggle to fight for their democratic interests. The worsening crisis that has been bludgeoning the Filipino people is creating conditions that rouse them to awareness of the basic problems that lie at the roots of their poverty and suffering.

It is the duty of the revolutionary forces to reach out to the people in their millions and rouse them to the need for national and democratic change. The revolutionary and progressive forces must thoroughly expose the roots of crisis and dispel counterrevolutionary and reformist ideas being propagated by the imperialists through schools, the mass media, the internet and other information channels.

The revolutionary forces must persevere in mobilizing millions upon millions of people to tread the path of people’s war and advance it to the next higher stage. Growing numbers are becoming conscious of the fact that the Filipino people’s welfare can best be ensured only under a government that truly serves their interests.

Confront onerous policies with massive protests

Download PDF The Communist Party of the Philippines stands in solidarity with the Filipino people in condemning foreign oil companies for raising the prices of petroleum products four times in merely 20 days. These oil price increases come on top of a hike in water rates of P2.335 per cubic meter starting January 1 and higher power rates imposed by companies owned big bourgeois compradors like the Lopez and Aboitiz families.

The CPP also condemns the US-Aquino regime for turning a deaf ear to the people’s sufferings, its intransigence in imposing the 12% Value-Added Tax on petroleum products and its continuing implementation of privatization and deregulation which adds to the Filipino people’s burdens. Particularly onerous to the people are the oil deregulation law, the Electric Power Industry Reform Act of 2001 (R.A. 9136) or EPIRA which has spurred hikes in power rates, and the law that privatizes water services.

In the face of these unceasing hardships imposed on the people, the CPP called on workers’ unions and people’s organizations to resist hikes in oil, water and power rates by launching huge protest actions. The CPP cited the mass actions launched by the Nigerian people who have recently been victimized by an oil price hike of close to 130% after the withdrawal of government oil subsidies. Nigerians in their numbers collectively waged strikes, work stoppages and demonstrations. After a week of protest actions, the Nigerian government effected a 35% reduction in fuel prices.

In the Philippines, the Pagkakaisa ng Samahan ng mga Tsuper at Operators Nationwide (PISTON) trooped to the Pilipinas Shell office in Makati City on January 11 to condemn the latest round of oil price hikes. Diesel prices rose by up to P1.50 per liter while gasoline prices were marked up by P1.75 per liter. Oil prices were earlier raised on January 3, with diesel prices hiked by 30 centavos per liter and gasoline, by 70 centavos per liter.

PISTON chair George San Mateo blasted the foreign oil cartel for exploiting conflicts in the Middle East to raise the prices of petroleum products artificially despite the absence of an actual war or a shortage in oil supplies. The regime has likewise been cashing in on the oil price hikes by collecting more taxes.
